VTC SOW Appendix B VTC SOW Appendix A DRAFT Statement of Work for Video Teleconference Equipment Systems Acquisition, Maintenance & Integrated Services FA8604-10-R-7461 REQUEST FOR INFORMATION Video Teleconference Equipment, Systems Acquisition, Maintenance and Integrated Services Date: 07 June 2010 THIS IS NOT A SOLICITATION. This synopsis is being issued for SMALL BUSINESSES ONLY and to conduct market research for informational and planning purposes only. This synopsis does not constitute an Invitation for Bid, Request for Proposal (RFP), or Request for Quote (RFQ), nor does its issuance restrict the Government's acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information received is considered market research and may be utilized by the AF in developing its acquisition strategy, requirements document, and performance specifications and metrics. This market research will be used to assess the availability and adequacy of potential sources prior to issuing an RFP. The Government will not respond or conduct formal debriefings with vendors responding to this Request for Information (RFI). BACKGROUND: The 88 Communications Group (88 CG) at Wright Patterson AFB is seeking interested companies who can provide ongoing maintenance and ancillary equipment for the Video Tele-conference (VTC) network. Wright-Patterson's VTC infrastructure consists of over 100 VTC systems with multipoint bridges comprised mostly of Polycom, Picturetel, and Tandberg brand equipment. This requirement will support new VTC purchases, installations, training, relocations, maintenance, and on-site support services. Companies must have the technical experience, knowledge, and training certification for all equipment on the VTC network. The draft Statement of Work (SOW) for this requirement is attached (Attachment 1). Prospective vendors should describe their capability to provide the services outlined in the Draft SOW. Constructive comments of the Draft SOW are encouraged. These comments will not be counted toward the 10-page limit. Capability Statement Format, Content and Response Time As this is an RFI document, initial prospective vendor responses should be in the form of a Capability Statement. The Government recognizes that proprietary data may be submitted as part of this effort. If so, clearly mark such restricted or proprietary data. The Capability Statement should include the following elements in this format: 1. Prospective Vendor Identification (Also required for each teaming partner) a. Company Name: b. Address: c. Telephone Number: d. Fax Number: e. E-Mail Address: f. Point of Contact: g. Security Clearance: h. CAGE Code: i. Business Size: (pursuant to North American Industry Classification System (NAICS) Code 334111 and 334310. j. Business classification/socio-economic status: 2. Describe your firm's relevant qualifications and capabilities in providing the services as outlined in the attached Draft SOW. 3. Provide information on your firm's relevant past/current DOD/Federal and/or commercial experience similar to the size and scale of this effort to include: a. Contract Number b. Period of Performance c. Dollar Value of Contract d. Agency/Organization Supported e. Points of Contact to include e-mail address and telephone number f. Description of the Work g. Indicate if work performed was as the Prime or as a Subcontractor 4. Describe your firm's industry related staff training and certification program. 5. Identify, if any, your firm's applicable Federal Supply Schedule (FSS) and/or General Services Administration (GSA) contract vehicles. 6. In the event that the event that the Government issues an RFP for these services, identify your intent to submit a proposal as a prime contractor or whether you are considering pursuing this opportunity as a subcontractor/teammate. Provide sufficient evidence of your experience in organizing and managing subcontracting/teaming arrangements to the level of magnitude necessary to effectively manage a program that meets the requirements as outlined in this RFI. 7. If considering a teaming/subcontracting arrangement, identify the firm(s) and their size status. Be sure to segregate this information on the Capability Statement by firm. Responses shall not exceed 10 single spaced pages in Times New Roman font not smaller than size 12.
