- Description
- The US Geological Survey (USGS) has a requirement for Photogammetry Hardware and Software Upgrades for existing PhotoScan (SFT00200) and AutoScan (SFT00202) equipment. This product is known to be available only from Intergraph as they are the creator of the existing product. The USGS/EROS manages and archives over 10 million frames of aerial and satellite imagery and the only means by which the science community can get access to these data are through the use of high resolution photogrammetric quality scanners that can cost close to $200,000 each when purchased new. The USGS/EROS needs to update two existing high-resolution INTERGRAPH PhotoScan 2002 film scanning workstations to meet the scanning requirements of the science community. One scanning workstation only needs to have its software upgraded because its integrated process controller was replaced last year when it failed to function properly. The other scanning workstation needs to have both its software upgraded and integrated process controller replaced with one that closely matches the one purchased last year since its existing processing system was recently found incapable of processing large format color imagery being requested by the science community. The new upgraded version of the INTERGRAPH proprietary software running on both scanning systems will provide additional capability to automatically stitch together scans of imagery that are larger than 9-inch by 9-inch size, improve performance, and address existing bugs in the software. This software is proprietary to INTERGRAPH, is required by the PhotoScan 2002 scanner, and is only available from INTERGRAPH. On-site installation is required in order to finalize configuration of the workstations and software by a trained professional. Obtaining these controllers and software upgrades is far more cost advantageous to the Government that replacing the system in its entirety. The proposed action may be awarded without full and open competition under U.S.C. 253(c)(1) as implemented by FAR 6.302-1(b)(1), unique source. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to INTERGRAPH, unless it is contacted by any vendor who believes he can provide a software upgrade to existing Intergraph hardware and who are also certified and trained by Intergraph. Vendors are invited to contact the Contracting Officer, vfloyd@usgs.gov, no later than 06/112010, 1pm EST with an affirmative answer.
