Description
Request for Sources Sought to Dispose of Class A, B and C Low-Level Waste (LLW), and Class A, B and C Mixed-Low-Level Waste (MLLW), 11e(2) Byproduct Material, and Sealed Sources SUMMARY: The announcement is a sources sought notice only. No solicitation exists at this time. The U.S. Department of Energy (DOE), Environmental Management Consolidated Business Center is seeking information regarding the ability and availability of qualified contractors to provide for permanent disposal of either one or more of the following waste types: Class A, B and C LLW and MLLW, 11e(2) byproduct material, and sealed sources, as defined by the Atomic Energy Act, the Resource Conservation and Recovery Act, the Toxic Substances Control Act, and their implementing regulations. Disposal is to be performed in accordance with the referenced laws and regulations in a permitted and licensed facility. The disposal facility will take title to the waste material. The waste material will originate from Federal facilities and/or be derived from Federal clean-up and remediation activities. It is the intent of the Government to award one or more Indefinite Delivery Indefinite Quantity (IDIQ) contracts resulting from the RFP to the responsible Offerors whose proposals are in accordance with the terms and conditions of the solicitation. Each IDIQ contract will be for multiple selected types of waste and more than one contractor may receive a contract for permanent disposal of a specific waste type. The IDIQ is anticipated to be for a period of five years (including options). The maximum quantity will be based upon the maximum quantity specified for each type of waste. Firm-fixed price task orders will be issued for the permanent disposal of specific quantities of waste The North American Industry Classification System (NAICS) is 562211; size standard $12.5M. PROJECT INFORMATION: This is a Performance Based Scope of Work for the permanent disposal of Class A, B and C LLW and MLLW, 11e(2) byproduct material, and sealed sources, that provides cost-effective compliance with the Atomic Energy Act, Resource Conservation and Recovery Act, the Federal Facility Compliance Act, State hazardous waste regulations, polychlorinated biphenyl regulations, and any other applicable laws. SUBMISSION REQUIREMENT: Interested parties are to provide the firm's ability and any constraints to execute and manage the unique aspects of permanent LLW/MLLW disposal to provide all personnel, facilities, equipment, material, supplies, vehicles, and otherwise do all things necessary, for the permanent disposal of Class A, B and C LLW/MLLW, 11e(2) byproduct material, and sealed sources, including acceptance of waste delivered by rail and/or truck. Additionally, each firm should provide its ability to perform environmental compliance, operations, operational support, safeguards and security, quality assurance, facility management, administration, and project management activities on no more than three pages and should include the firm's name, address, phone number, email and point of contact. The submission should include specific disposal permit and license information with regard to abilities and restrictions. Responses are due to the below designated POC by 10:00 a.m. June 11, 2010.
