- Description
- The Defense Reutilization and Marketing Service is seeking 8(a) firms capable of removing, transporting and disposing/recycling hazardous waste for the California National Guard (CNG) and Army Reserve (AR). This waste includes but not limited to RCRA, non-RCRA, Compressed Gas Cylinders, PCBs, state regulated and non-hazardous waste. In addition, the 8(a) firms must be able to perform management services which include but not limited to testing, tank cleaning and lab packing. The CNG and AR installations are located throughout the State of California. There are 156 pickup location for the CNG and 49 Pickup locations for the AR. The CNG will also require 8(a) firms to perform the services below: These 8(a) firms must have the capability to clean tanks, oil water separators and/or oil water separators, tanks and traps. The 8(a) firms must be able to furnish a transportable treatment unit (TTU) that must be fully mobile and consistent with requirements of industrial parking complexes, while at the same time capable of operating off road for all future OWS, tank and wash rack and wash rack cleaning projects. At a minimum, the TTU must treat 500 gallons per hour. The treated water will be returned to existing oil water separators (OWS) and/or oil-water lift station (OWLS) containing less than 5 PPM Total Petroleum Hydrocarbons (TPH) and less than 30 PPM suspended solids. The treated water must be suitable for reuse in cleaning the oily sediments from the bottom of existing OWS and/or OWLS, catch basin and coalescing plate packs. Responses are requested by June 17, 2010, before 1600 EST. This sources sought notice is issued solely for information and planning purposes only. It does not constitute a solicitation (Request for Proposal (RFP) or Request for Quotations (RFQ)) or a promise to issue a solicitation in the future. Be advised that this notice does not commit the U.S. Government to contract for any supply or service whatsoever. Furthermore, the U.S. Government is not at this time seeking proposals and will not accept unsolicited proposals for this service. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The U.S. Government will not pay for any information or administrative costs incurred by interested parties when developing a response to this notice - all costs associated with responding to this notice will be solely at the responding party’s expense. All information received in response to this notice that is marked proprietary will be handled accordingly. The U.S. Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable U.S. Government regulations. Proprietary information or trade secrets should be clearly identified.
