Market Research Response Form THIS NOTICE IS PUBLISHED FOR REQUEST FOR INFORMATION (RFI) PURPOSES ONLY. NO SOLICITATION IS AVAILABLE AT THIS TIME. [SEE FAR 15.201(e)] NAICS 561990-Size Std $7.0M, pertains to this notice. This request is for planning purposes (market research) only, and does not constitute an Invitation for Bids, a Request for Proposal, a Solicitation, a Request for Quote, or an indication the Government will contract for the items contained in this RFI. This notice is not to be construed as an acquisition Request for Proposal (RFP), nor is any commitment on the part of the Government to award a contract implied, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be used as a proposal. The Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC), Glynco GA, provides training to law enforcement officers for over 88 agencies utilizing contractor services for roleplaying which simulates realistic law enforcement situations to reinforce and test students on classroom lecture via scenario based exercises. This requirement includes roleplayer support services for the Air Force Office of Special Investigations (AFOSI) Academy at Fort Dix, New Jersey military training site, providing realistic cultural environments encountered by AFOSI Special Agents, Support Personnel, and other DOD personnel when deployed to foreign countries. Historically, roleplayer services are ordered on a monthly basis: Glynco site averaging 400-600 exercises; and Fort Dix site averaging 2 exercises (Basic and Advance). Changes are frequent to keep pace with ever-changing training missions of participating organizations. There are approximately 450 training scenarios currently in use at Glynco site. Although most practical exercises will take place in Glynn County, exercises may be performed anywhere within a 200-mile radius. The FLETC is seeking capability information from industry with respect to providing management, supervision, recruitment, training, roleplayer scheduling relative to scenario exercise requirements, roleplayer preparedness to include providing scenario packages to roleplayers, employee security clearances, prop management and maintenance, issuing and purchasing props for roleplaying, practical exercise facility monitoring, compiling and maintaining scenario and prop inventory database, transportation, office equipment, office supplies and materials. Services required include but are not limited to non-professional roleplayer actors/performers as criminals, aliens, rioters, court witnesses, drunk drivers, asylum seekers, border crossers, escapees, innocent persons, victims, terrorists; participants in Standardized Field Sobriety Test alcohol workshops; staging/monitoring exercise sites for scheduled training; Spanish speaking roleplayers, Arabic speaking roleplayers, and Arabic speaking roleplayers with an active DOD Secret security clearance. Industry representatives wishing to reply to this RFI should complete the attached market research form. A capability statement addressing requirements described in paragraph 3 may be submitted. Your submittal is limited to 20 pages inclusive of the attached form. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI need to be mailed to the Contracting Officer at Department of Homeland Security, Federal Law Enforcement Training Center, PRO/GOB, Bldg 93, ATTN: M. Corpus, 1131 Chapel Crossing Road, Glynco, GA 31524 and receipt of responses to this office no later than 2:00PM, EST, on Monday, June 21, 2010. Do not send submittal electronically.
