- STATEMENT OF WORKAIRBORNE INFRARED (ABIR) VIDEO INTEGRATIONAT PACIFIC MISSILE RANGE FACILITY,KAUAI, HAWAII GENERAL TASK DESCRIPTION: Provide a Classified Video Display System. The Task involves the procurement of three (3) v2D XP200 Single Channel CODECS, manufactured by IP Systems, Inc,. all applicable software licenses, installation, configuration and hands-on training as well supplemental equipment described in the materials estimate (see Attachment 1). One RGB Spectrum Dualview unit will be integrated and configured to accept 1080x1024 RGBHV video feed from the ABIR Ground Surrogate Sensor (GSS) video decode computer and transmit a 640x480 RGBHV (windowed out) video feed to one V2D unit. The V2D will be integrated and configured to accept and transmit that RGBHV signal via existing MDA CNET connection at Makaha Ridge. Feed will be configured to operate within the bandwidth confines set by the Pacific Missile Range Facility (PMRF). A SECOND v2d WILL BE INTEGRATED AND CONFIGURED TO RECEIVE THE SIGNAL VIA mda cnet IN pmrf Range Operations Control Center, Charlie (ROCC-C). A third V2D will be integrated and configured to receive the signal via MDA CNET at PMRF C2BMC Site at Pad 2. INSTALLATION REQUIREMENTS All installation effort will be performed by the subcontractor, who must be able to satisfy all the following requirements: Clearance and Drivers License - Possess a valid Secret Security Clearance; provide information to the Manu Kai Security Manager to verify level of clearance to provide appropriate site access. Possess a valid driver's license and registered vehicle, with current proof of insurance. Possess extensive experience in the integration of RGB Codec's model V2D XP200 on NAVY/DOD accredited classified Ethernet and ATM networks. PMRF will provide nineteen-inch (19") equipment racks and power, specified CAT5/6 cabling, and cabling installation support PMRF will ensure all interconnecting circuits aer available prior to the installation. All video feeds must be verified and pass acceptance test by the Range Communications Video Engineer before task will be considered complete. PERIOD OF PERFORMANCE Installation time for the contractor will take no longer than two (2) working days total. All effort must be complete by no later than 19 June 2010. PLACE OF PERFORMANCE Installation will occur at three (3) facilities: PMRF ABIR GSS located at Makaha Ridge, PMRF Building 105, and PMRF Pad 2 all of which are located on Kauai, Hawiai 96752. Installation will require travel to and between Makaha Ridge Bldg 720 and Barking Sands PMRF Bldg 105. DELIVERABLES Configuration templates fore each V2D XP200 video feed, drawings of any modifications to cables or connectors, any software and or documentation, and a list of equipment serial numbers installed at each location. TRAINING No trainig is required. SUPPORT Must provide access to twenty-four (24) hour, seven (7) day a week technical support via phone and email for one year. SPECIFIC TASK DESCRIPTION: A. PHASE 1; BLDG 105 ROCS-C Unpack/test V2D XP200 CODECS for full operational capabilities. Once units pass acceptance test, rack mount one each V2D XP200 in the 19" equipment cabinet located front row in ROCS Charlie. Connect all applicable video and network cables from the Extron SCS-300 splitter and Cisco 3750 Ethernet switch. Connect all applicable video and network cables from the Extron SCS-300 Splitter and Cisco 3750 Ethernet switch to the Charlie Video Matrix Switch and support end to end test for transmission of signal to ROCC-Delta. Connect all applicable video and network cables (per the attached diagram) to the Extron VSC700 converter and ensure NTSC signal is successfully transmitted to the fiberlink MUX TX in ROCC Computer Room for distribution to TEDAC. B. PHASE II: ABIR GSS Site at Makaha Ridge Transport and integrate RGB Spectrum and one (1) each V2D XP200 to the ABIR GSS video decode computer at Makaha Ridge. A HUMMWV is being considered as the temporary shelter for this equipment. Connect all applicable network cables to the RGB Spectrum and V2D XP200 CODECS and configure all units for transmit via existing MDA CNET connection. Ensure video stream does not exceed bandwidth allocation (to be provided by PMRF). Considerable effort should be used to limit bandwidth use as much as possible. C. PHASE III: C2BMC Site at Pad 2 Unpack/test V2D XP200 CODECS for full opoerational capabilities. Once units pass acceptance test, rack mount one each V2D XP200. D. PHASE IV: Acceptance Testing For testing, system must successfully pass ABIR GSS video signal end-to-end from the ABIR GSS video decode computer via MDA CNET to ROCC-Delta, ROCC Computer Room and Pad 2.
