Description of Action: Requirement:1 New 0 Repeat Pricing:1 Firm-Fixed Price 0 Time & Materials0 Cost Funds: FY10 41420-1113-0000 (ABC C4) Name of Intended Contractor:Riverside Ford, Inc.Street Address:2089 Riverside Dr.City, State, Zip:Macon, GA 31204-2049Phone:478-4842932 3. Description of Services: The estimated value of the proposed action is $3,818.84 Describe the services Replace both head gaskets and Y pipe on 2003 Ford F350 pickup truck. 4. Authority Cited: Identify the statutory authority, FAR title and FAR citation permitting other than full and open competition. It may be one of the following. 1 (a) 10 USC 2304(c)(1) or 41 USC 253(c)(1); FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. Use of this authority may be appropriate in situations such as the following, unique supplies or services available from only one source, the existence of limited rights in data, patent rights, copyrights, or secret processes; the control of basic raw material, or utility services or when circumstances may dictate that only one supplier can furnish the service. 0 (b) 10 USC 2304(c)(2) or 41 USC 253(c)(2); FAR 6.302-2: Unusual and compelling urgency. When the agency's need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. This statutory authority requires that agencies shall request offers from as many potential sources as is practicable under the circumstances. 0 (c) 10 U.S.C. 2304(c)(5) or 41 U.S.C. 253(c)(5); FAR 6.302-5: Authorized or Required by Statute. This authority may be used when statutes, such as the following, expressly authorize or require that acquisition be made from a specified source or through another agency: Federal Prison Industries (UNICOR); Qualified Nonprofit Agencies for the Blind or other Severely Disabled; Government Printing and Binding; and Sole source awards under the 8(a) Program, HUBZone Act of 1997, Veterans Benefits Act of 2003. 5. Reason for Authority Cited: State why this is the only source that can provide the required supplies or services. 0 (a) Services can only be provided from the original source as this is a follow-on requirement for the continued provision of highly specialized services. FAR 6.302-1 (a) (2) (ii). 0 (b) Award to any other source would result in substantial duplication of cost to the government that is not expected to be recovered through competition. FAR 6.302-1 (a) (2) (ii) (A). 1 (c) Services/Supplies are needed immediately to satisfy mission requirements and unacceptable delays will result when an award is made to any other source. FAR 6.302-1 (a) (2) (ii) (B). Additional Information:(i) What harm will come to the Government if desired supplies/services are not provided on time? (ii) What harm will come to the Government if desired contractor doesn't receive the award?Vehicle is out of service until repaired. Engine could be permanently damaged rendering the vehicle inoperable if head gaskets blow. It provides service and fuel to the refuge vehicle and heavy equipment fleet. It serves two refuges. Refuge projects that require a fuel truck can not be completed with out this vehicle. 6. Actions to Increase Competition: (State what actions will be taken to increase competition before subsequent acquisition of the supplies or services is required.) None, no other vendor is registered in CCR and ORCA and the vehicle would have to be towed outside the commuting area. 7. Market Survey: (Describe the extent of the market survey conducted to identify all qualified sources and the results thereof. "Market Survey" is defined as those attempts you made to ascertain whether other qualified sources exist. The survey of the market place may consist of written, telephonic, or world wide web inquiries.) Refuge already contacted other other vendors in the area (Truck and Trailer of Macon, Floyds body shop and auto repair Forsyth, five star Ford Warner Robins). Riverside Ford was the only dealer within commuting area that agreed to register in CCR and ORCA. 8.
