- NASA/GSFC intends to issue a follow-on sole source contract to obtain continuedprime mission operations and ground systems engineering support for the Fermi Gamma-raySpace Telescope (FGST) with the incumbent Goldbelt Orca, LLC. NASA/GSFC plans to award Goldbelt Orca, LLC a cost plus fixed fee contract pursuant to 10U.S.C.2304(c)(1), Only One Responsible Source, with an estimated period of performance ofthree years.The key component of the proposed cost plus fixed fee contract is the operation andmaintenance of the spacecraft for the remaining three years of its primary missionconsistent with its development, integration and test, and the initial two-years ofoperations, in order to maximize the likelihood for full mission success. The contractors Flight Operations Team (FOT) will support mission operations byperforming the day-to-day science planning, generating and up-linking of command loads,down-linking, monitoring, and transferring housekeeping data as appropriate, andcapturing, processing, and transferring science and ancillary data as appropriate. Thisalso includes the detection of both spacecraft and ground system anomalies, responding toanomalies following approved procedures for known problems and investigating the rootcause of new anomalies and developing corrective actions. The Goldbelt Orca team developed the ground system, performed integration and test withthe spacecraft, executed the launch and early orbit portion of the mission, and hassupported the first two years of the 5 year Prime mission phase. The body of knowledgeand experience accumulated during these 7 years is both unique and extensive making themthe only responsible source capable of meeting the Fermi technical requirements duringthe remainder of the prime mission phase.The Goldbelt Orca team has an exhaustive number of hours of training, including hands on,side-by-side training with the spacecraft and instrument vendors and members of theinstrument science teams. This team supported activation and commissioning of thespacecraft and its instruments. Their expertise with this mission and its instruments,enable them to fully understand the instrument operations and science needs and aretherefore able to detect small changes in the data and alert the science teams so thatpotential problems can be averted. They have been effective in detecting andcommunicating potential anomalies and working cooperatively with other operations teamsand science community members to identify, test, and implement appropriate resolutions. Interested organizations may submit their capabilities and qualifications to perform theeffort writing to the identified point of contact not later than 3:00p.m. local time onthe date specified above. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a total small business set asidebasis, based upon responses to this notice, is solely within the discretion of thegovernment.
