- This Request for Quote (RFQ), This Request for Quote (RFQ), N00104-10-Q-Q503, for commercial hardware support prepared in accordance with the format in FAR 13 Simplified Acquisition, as supplemented with additional information included in the notice. This announcement constitutes the only RFQ; said hardware maintenance is to be purchased for FLEET NUMERICAL METEOROLOGY & OCEANOGRAPHY CENTER (FLENUMMETOCCEN) located in Monterey, CA. NAVICP Mechanicsburg intends to procure Data Direct Networks (DDN) maintenance and Support; see attached spreadsheet for specifics. Period of performance is for a base and one option to add additional equipment. Brand name equivalent is not acceptable. SUBSTITUTE SERVICES WILL NOT BE CONSIDERED. The NAICS associated with this purchase is 334112, Computer Storage Device Manufacturing, this procurement is unrestricted. Small businesses are being considered. To be considered for award, vendors must be AUTHORIZED DDN, distributor or reseller. Vendors must quote ALL items to be considered for award. QUOTES MUST BE VALID FOR 30 DAYS. A firm fixed price purchase order(s) will be issued based on the lowest priced technically acceptable quote (inclusive of options). Offerors should provide "Remit To" address, if applicable. All responsible sources may submit a quotation for consideration. Quotes must be emailed to NAVICP Code 0271.AG at amanda.goddard@navy.mil. All quotes are due by 9:00 AM Eastern, 15 June 2010. The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Offerors should provide "Remit To" address, if applicable; they are also reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items (Jun 08) and 252.212-7000, Offeror Representations and Certifications Commercial Items (Jun 05) with its offer. FAR 52.204-7, Required Central Contractor Registration (Apr 08) is incorporated, Clause 52.212-4, Contract Terms and Conditions- Commercial Items (Oct 08), is hereby incorporated by reference. Clause 52.212-5 (Jan 09), Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, 52.217-9, Option to Extend the Term of the Contract and DFARs clause 252.232-7003 - Electronic Submission of Payment Requests is hereby incorporated by reference. BRAND NAME POSTING:FNMOC has an installed base of DDN equipment spanning multiple HPC clusters. Maintenance on these systems is being procured from the manufacturer (Data Direct Networks) or an authorized reseller. This Justification is two-fold: (1) The equipment we have is that which must be covered (Brand Name): warranty support on similar, but not identical, equipment is not acceptable. (2) FNMOC is working to align all of its maintenance from the same company and with identical periods of performance for ease of management, tracking, oversight, and procurement. This procurement is to align the maintenance of the S2A9900 on OPAL, Emerald and Ruby and the S2A9950 on Ruby. Having a single vendor providing storage and maintenance on all systems is a good management practice, reduces errors, and simplifies oversight; making it easier for FNMOC to meet its mission of 98.5% up-time and availability around-the-clock, 365 days a year.
