- Attachment 4 - Financial Information Questionnaire Attachment 3 - Past Performance Survey Attachment 2 - Schedule B - Pricing Schedule Attachment 1 - Performance Work Statement Solicitation The Navy has a requirement for a contract for the tracking, tracing, packing, reporting, and movement of valuable repairable (Not Ready For Issue (NRFI)) items from point of failure to a repair facility, and ultimately back to the end user after repair (assets that are Ready for Issue (RFI) or on Redistribution Order (RDO). The program consists of transportation of repairable parts to and from parent sites called Hubs and smaller sites called Nodes, as well as other eRMS DOD and contractor facilities. The contractor shall furnish all labor, supplies, materials, supervision, transportation, equipment and perform all operations required in connection with the contract. THIS ACQUISITION IS A 100% SMALL BUSINESS SET-ASIDE. The NAICS code for this requirement is 484230 with a size standard of $25.5 million. This presolicitation notice is not a Request for Proposals (RFP), but merely informational, as a solicitation for to this procurement will be posted on or about 30 April 2010. The Government is contemplating the award of a Firm Fixed Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. The contract period will be for a two-year base period with two (2) one-year option periods. The Government reserves the right not to exercise the option year periods. FAR Clause 52.219-14, Limitations on Subcontracting, is a mandatory material solicitation requirement; therefore, the small business contractor will be required to agree to perform at least 50 percent of the cost of contract performance incurred for personnel with its own employees. In addition, the small business contractor will be required to submit a plan describing how they will comply with this mandate. Central Contractor Registration (CCR) is required to receive any award. Contractors are required to be registered in the Central Contractor Registration (CCR) database. If your company is not registered in the CCR, you may register electronically at http://www.ccr.gov. Online Representations and Certifications Application (ORCA) is also required and Contractors can register at https://orca.bpn.gov. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information.
