- MV-22 Cabin Part Task Trainer (MVCPTT) Sources Sought Synopsis SOURCES SOUGHT FOR THE UNITED STATES MARINE CORPS (USMC) MV-22 CABIN PART TASK TRAINER (MVCPTT). The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking potential sources with the ability to produce training solutions that satisfy the MVCPTT training requirements. The primary effort includes implementing a systems approach to training, analyzing requirements, producing, delivering, and installing one MVCPTT at MCAS New River, NC. The requirement also includes a brief support period following delivery. The MVCPTT is a new device, based on Marine Corps requirements to train MV-22 aircrew personnel for events not practical for training utilizing flyable aircraft. The MVCPTT is intended to be built using an existing MV-22 aircraft fuselage (BUNO 166389) as Government Furnished Equipment (GFE) located at MCAS New River, NC. The Government will provide limited, existing available drawings and data following contract award. The planned configuration of the MVCPPT will include a mobile MV-22 Block B fuselage, an external Instructor/Operator Station, and a wireless handheld remote. Electrical power for the device will be supplied by the Government facility. The MVCPTT will be designed to perform the following tasks according to the aircraft NATOPS manual and Training and Readiness (T&R) manual (except for the Emergency Egress training, it will not use explosives to disengage escape windows/hatches): 1. Cargo Loading (See Note) 2. Emergency Egress training from all exits. (See Note) 3. Troop carrying configuration 4. Auxiliary fuel tank configuration 5. Medivac configuration 6. Rescue Hoist operation 7. Ground Refueling/Defueling Simulation 8. Hydraulic System servicing 9. Emergency equipment operation 10. Fast rope operation 11. Night Vision Training 12. Ramp mounted gun setup NOTE: Cargo Loading and Egress training are Key Performance Parameters (KPPs). Simulation of components may be done, but all visible and functional components will be required to appear and function like actual aircraft components. The MVCPTT computer control system may operate independently of the aircraft avionics bus system. However, intercom and audio cues will simulate actual aircraft operation. Final delivery of the completed MVCPTT, at MCAS New River, NC, is expected to take no more than 2 years from the contract award date. Written responses to this announcement should specifically address the following: 1) Information about your firm: a. Name and address of the firm; b. Cage code; c. Size of business and if applicable any small business classification; d. Ownership; e. Names of two principals to contact, including title and telephone number; f. Statement of intent to propose. 2) A submission of your firm's detailed capabilities to meet the requirements listed in within this synopsis. 3) Your firm's specific experience with: a. Implementation of USMC enlisted and/or non-aircrew training solutions, b. Production and delivery of training solutions to address USMC enlisted and/or non-rated aircrew training, c. USMC MV-22 enlisted aircrew training familiarity, d. Enlisted or non-rated aircrew training (Other than USMC), e. Analysis of training requirements, developing and implementing training curriculum strategies using instructional systems development processes or the systems approach to training, f. Production and delivery of simulation-based training solutions to address operator aircrew training requirements, g. Production, integration and delivery of simulated aircraft systems, h. Addressing supportability maintainability issues such as delivering hardware and software documentation and engineering drawings, i. Determining initial provisioning requirements of spares to support a required readiness rate. NOTE: Where applicable, for a or b above, include the following information: a. Government contract number, b. Contract value, c. Role your company played, d. Point of contact and current telephone number. 4) A discussion of any customary business practices that might affect the firm's fulfillment of the requirement or its relationship with the Marine Corps customer; 5) A statement as to whether the firm has the resource capacity to produce and deliver the MVCPTT over the next 36-48 months. This announcement is published for informational purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. No site visit will be permitted during the period of response to this announcement. It is requested that written responses be submitted as an attached Microsoft Word document, limited to 6 pages and 10 point font size, via email in time to be received by 10:00 a.m. Eastern Standard Time on 23 June 2010. The Department of the Navy will use the responses to the announcement to make an informed decision concerning the strategy it will pursue to meet its objectives and, if the Department of the Navy elects to proceed with a procurement, to structure the solicitation to maximize commercial sector interest and encourage truly innovative and imaginative proposals.
