- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC), has a requirement for vessel charter services to support fishery-independent sampling cruises in southeast U.S. shelf waters, with a focus on areas offshore of South Carolina, Georgia, and Florida. The cruises will involve intensive gear deployment (e.g., traps, cameras, longlines, CTD, and retrieval). The vessel will be chartered for a maximum of 29 days between 15 July and 3 October 2010. Sea days shall occur during multi-day cruises (not to exceed 10 days per cruise), ported out of Savannah, GA. The vessel shall provide transportation and support for the science crew of up to 18 (NOAA and non-NOAA). Charter vessel and operations will be in accordance with NOAA Charter Vessel Policy (see http://www.omao.noaa.gov/pdffiles/draft_nao_charter_vessel_safety.pdf ). A fixed price type contract is contemplated for this requirement. Competitive procedures in accordance with Federal Acquisition Regulation Part 12, Acquisition of Commercial Items, will be utilized. This competition is a small business set-aside under NAICS 532411 with a size standard of $7.0 million. Award will be made to the offeror whose quote represents the best value to the government. The Government reserves the right to make award to other than the low quoter. It is anticipated that Request for Quote (RFQ) EA133C-10-RQ-0707 will be issued and posted to this site on or about June 11, 2010 with quotes due on or about June 23, 2010. All responsible sources may submit a quote which shall be considered by the agency. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov, and obtain (and provide with the offer) a DUNS number by calling 1-800-333-0505. Copies of the solicitation will only be posted on FEDBIZOPPS. It is incumbent upon contractors to monitor the FedBizOpps site for RFQ release and all subsequent amendments. Prospective vendors who are interested in submitting a quote for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted).
