- Introduction This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. The purpose of this RFI is to identify qualified contractors who are able to meet VA's requirements, determine if commercial items are available or, could be modified to meet VA's requirements, determine the appropriate contract type i.e., firm fixed-price or cost-reimbursement or time and material, understand commercial pricing practices and other market information readily available. The Veterans Health Administration (VHA) is seeking potential sources to enter into a contract for the production of a functional prototype adding a search function to additional areas of the Department of Veterans Affairs' Computerized Patient Record System (CPRS). #259 Background Veterans Health Administration together with VA's Office of Information and Technology is sponsoring an Information Technology Innovation Program. VA intends to retain its "innovative spirit" among those employees involved with medical informational technology support and developed the Health Information Technology Program to strengthen this important aspect. VA selected 26 innovations prototypes for development out of 6500 submissions. These innovation prototypes will undergo an evaluation of the functional prototype which may result in further development for a VA-wide deployment. The increase of search functions within additional areas of Clinical Patient Record System (CPRS) innovation is one of the 26 innovations selected for prototype and evaluation. Currently, the VA provides search functions within the medical notes and laboratory's sections of the CPRS for text and data. Many of the other sections in CPRS contain a large amount of data and do not have search functions available for the VA health care providers. This causes extensive research and manual retrieval of data by the health care providers which is inefficient. Additional search options/capabilities added by this innovation will provide clinicians the ability to obtain health care information that was previously unavailable or missed. VA will experience workflow improvements and efficiencies and health care provider's access to patient history will advance. VA's Veteran Health Information Systems and Technology Architecture (VistA) system is developed in M-Technology; it is a rich, automated environment that supports day-to-day operations at local VA health care facilities. VistA is built on a client-server architecture, which ties together workstations and personal computers with graphical user interfaces at VHA facilities, as well as software developed by local medical facility staff. VistA also includes the links that allow commercial off-the-shelf software and products to be used with existing and future technologies. Requirements The VHA will identify CPRS content areas for a functional prototype to be developed allowing keyword or key term search options for CPRS similar to those found in Microsoft Office applications or Adobe programs. Keyword search areas under consideration are: Laboratory Progress Notes Adverse Reactions Discharge Summary. Inpatient and Outpatient Pharmacy Dietetics Laboratory Problem List Consult/Request Tracking. Patient Record Flags. Diagnosis Submittal Information It is requested that interested contractors submit a response (electronic submission) of no more than 10 pages in length, single spaced, 12 point font minimum that addresses the above information. In response to the RFI, interested contractors shall submit the following information by June 11, 2010 with an extended date of June 16, 2010. 1.2. Capabilities/Qualifications - Description of the capabilities/qualifications/skills your company possess to perform the work. 2.Teaming Arrangements - Description of Teaming Partners, Joint Ventures that your company would consider to perform the work. 3.Commercial availability - Description of the length of time your product/solution has been commercially available or, if necessary to modify your commercial product/solution, what is the impact to the commercial price, availability and magnitude of modification. 4.Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners registered in VA's VetBiz repository? 5.Price information - Provide your commercial price history and rough order of magnitude for the same or similar products/solutions. 6.Other Market Information - Provide any other relative information, however this information must be included within the 10 page limitation.
