Description
The National Institute of Allergy and Infectious Diseases (NIAID), Department of Intramural Research (DIR), Laboratory of Infectious Diseases (LID), is seeking small business sources that can provide an off-site freezer repository. The successful contractor will be required to provide off-site storage, maintenance, monitoring, pick-up and delivery of biological specimens to and from NIAID DIR in Bethesda and Rockville, Maryland. Shipment or delivery of materials to third party locations may be required. Support will be required for up to 185 government-furnished ultra-low temperature freezers (-80°C to -75°C) (approximately 75 chest freezers and 110 upright freezers). Contractor must be capable of providing up to 40 additional ultra-low temperature freezers (-80°C to -75°C) as needed upon request. NIAID DIR will also require contractor to provide approximately 68 cubic feet of liquid nitrogen storage, approximately 40 cubic feet of -20°C to -40°C walk-in storage containing biomedical research specimens, and approximately 200 cubic feet of ambient storage (15°C to 30°C) for biomedical research specimens preserved in formalin and paraffin. The NIAID DIR freezer repository is critical to the scientific integrity of on-going and future studies at NIAID DIR. Any necessary equipment transfers will be the responsibility of the successful offeror. Independently, and not as an agent of the Government, the Contractor shall furnish all the necessary equipment and facilities, services, qualified personnel, and material, not otherwise provided by the Government, as needed to perform the Statement of Work. The successful contractor's proposed site must be within 50 miles of the NIH main campus in Bethesda, MD. All interested small businesses including veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns must provide a capability statement, of no more than 10 pages, to Wimberly King at kingwa@niaid.nih.gov on or before June 23, 2010 at 11:00AM EDT. Capability statements must reference similar work that has been performed by the offeror and the dollar value of that work. Respondents should specifically describe their available facilities, including safety and security features of the facilities. This is a market survey, not a request for proposals.
