Description
Statement of Objectives identifying the agency's needs and requirements for the NGA NCE temporary kitchen. 1.0. Purpose The purpose of this announcement is to conduct market research to determine the availability, interests, and capability of sources to perform the requirement described in the attached draft Statement of Objectives (SOO). 2.0. Description The National Geospatial Intelligence Agency (NGA) is seeking market research and information for an upcoming solicitation and potential award of services for a temporary kitchen. The contractor shall provide a fully operational temporary kitchen including equipment, temporary structure, removal of temporary structure for approximately 8,500 employees for 6 months while a permanent dining facility is being constructed in Springfield, Virginia. 3.0. Requirements The Government requests interested parties to submit a statement of current capabilities to perform the subject services and a letter of interest. Interested and qualified sources please provide the following information listed below in your response. Please reference question number with response. 3.1. Small Business Program Office (SPBO) Concerns a) Are you aware of FAR Part 52.219-14, Limitations of subcontracting? b) Can you perform the required work? If not, what portion is your niche area as described? c) Would you propose as a prime or subcontractor? d) Would you propose/bid on this type of requirement if solicitated? e) Is there another suggested NAICS code? If yes, please provide. The contractor shall provide: 3.2. Contact Information. Company Name, Company Address, Point of Contact, Telephone Number, E-mail Address, and Size of your Organization (i.e. Large Business, Small Business) using as the basis for your response. 3.3. Statement of Qualifications. A qualifications statement with other appropriate information including past performance, evidence of qualifications and limited pricing information. 3.4. Proposed Technical Concepts. Propose technical alternatives that will reduce costs or improve efficiency. 3.5. Specifications Any response to this request for information shall address following: • Food Service Health Code Standards • Infrastructure Design Criteria (temporary kitchen lease, if applicable) • Coordinating with government officials • Necessary permits and fees associated with project • Scheduling of all fire and safety inspectors to ensure structure(s) are safe and meet all federal, state, and county codes • Maintenance, repair of structure(s), including HVAC system, plumbing, and electrical system • Disposing of wastes • Restoration of post-construction conditions • NGA/NCE Construction Site Security Plan • Emergency plans 3.6. Authorization to Work in the United States U.S. law requires all federal contractors and subcontractors to employ only individuals who may legally work in the United States - either U.S. citizens, or foreign citizens who have the necessary authorization. All employers are required to use E-Verify as of September 8, 2009. Executive Order 12989 mandates the electronic verification of all employees working on any federal contract. Log on to https://e-verify.uscis.gov/enroll for further information. 4.0. Structure of Responses Contractors shall respond to this RFI via e-mail to corina.r.atcherson@nga.mil. Please limit responses to a maximum of 15 pages. Responses are due no later than COB June 23, 2010. Disclaimer: This is a sources sought announcement only. The following requested information to be provided is for planning purposes only and does not constitute a Request for Proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. Any contract that might be awarded based on information received or derived from this RFI will be the outcome of the competitive process. In order to accomplish the acquisition of this type of service, an evaluation of industry availability will be conducted through the use of this Request for Information (RFI). All responses will be evaluated in accordance with the RFI.
