THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING A BID PACKAGE OR SOLICITATION. THERE IS NO BID PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The New Hampshire Air National Guard located in Newington NH and the USPFO for New Hampshire is seeking information from Industry regarding availability, interest, and qualifications of certified HUBZONE small business concerns from Massachusetts, Maine Vermont and New Hampshire to perform construction services to provide all plant, labor, transportation, materials, tools, equipment, appliances, testing and supervision necessary to provide a complete and functional installation as described below: 1. Remove existing one story, flat roof, approximately 7,095 square foot (655 sm) Building 259. 2. Construction of approximately 37,900 square foot (3,521 sm) two story mixed use facility, and associated site work. 3. Provide site, utility, landscape, foundation, steel, brick, rain screen wall panels, insulation, roofing, windows, door, finish, power, communication, fire alarm, mechanical, plumbing, fire suppression, and associated systems for a LEED Silver certified, two story, mixed-use facility. Intentions are to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract. Offerors are advised that this project may be delayed, canceled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. Magnitude of the project is between $5,000,000.00 and $10,000,000.00. Place of performance is 157th ARW, New Hampshire Air National Guard, Newington NH. Construction/contract completion time is anticipated to take approximately 365 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $33.5 million. The Government intends to issue this solicitation as a competitive, 100% HUBZone set-aside for Massachusetts, New Hampshire, Vermont and Maine HUBZone areas and by this announcement requests that interested HUBZone contractors in the states listed above express said interest to the Contracting Officer listed below this announcement via email. The Government will use responses to this SOURCES SOUGHT announcement to make appropriate future acquisition decisions. Respondents shall provide an e-mail response that includes their company profile from the CCR database. In addition, provide the documentation that supports your company's history on previous jobs completed that included the type work identified above for this project. Provide a contract number, and point of contact with current telephone number and/or e-mail address for the client. Any prospective contractor must be registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Effective 01 Jan, 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. All prospective contractors submitting an offer in response to the subject solicitation must go to http://www.bpn.gov/ to add or update its ORCA record.
