- The U.S. Army Contracting Command, Joint Munitions & Lethality Contracting Center, Picatinny Arsenal, NJ, in support of the Project Manager Combat Ammunition Systems (PM-CAS) Picatinny Arsenal, NJ, is currently seeking qualified sources that currently sell and/or use the hammermill process to deconstruct sheeted cotton linters, preferably processes that are currently a part of nitrocellulose (NC) production. The main ingredient in combustible cases and mortar enclosure tabs is NC and is currently made with baled cotton linters as the raw material. Domestic sources of baled cotton linters have switched to producing sheeted cotton linters for ease of transportation and logistics. As a result, domestic sources of baled cotton linters have ceased production, leaving sheeted cotton linters as the only available form of domestic cotton linters. With the inevitable disruption of baled cotton linter availability, high grade NC production will be in jeopardy, affecting charge and propellant production for many mission critical systems and putting the Warfighter in unnecessary risk. In preparation for the NC production process, the cotton linters need to be deconstructed (i.e. broken apart into loose fibers). The purpose of this deconstruction is to ensure that the NC product is free of agglomerates and is suitable for use in the production of combustible ordinance items. Baled cotton linters tend to be less dense and airy, which led to easier and more consistent deconstructions. Due to the compression of the material, deconstruction of sheeted cotton linters have consistently resulted in agglomerates, which has lead to decrease ballistic and safety performance. Several industries/companies use a hammer-mill system which may deconstruct sheeted cotton linters more effectively and uniformly, which will reduce internal defects and allows the production of combustible ordinance that meets ballistic and safety requirements. Any and/or all information submitted should reflect that your company currently sells and/or uses the hammermill process to deconstruct sheeted cotton linters, preferably as part of nitrocellulose production. All information is to be submitted at no cost or obligation to the Government, all information as provided will not be returned. Firms that either sell and/or use the hammermill process to deconstruct sheeted cotton linters should provide a summary of their companys capabilities including a description of their facilities, personnel and past experience to meet this requirement via email no later than 18 June 2010.
