Description
THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-0489-S-10-0519 on or about June 23, 2010, for the RECOVERY FSR 13 and 21 Chip Seal project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after June 23, 2010 to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. The base contract project consists of applying a double layer asphalt surface treatment to a 7.85-mile segment of Forest Road 13. The road is a double lane road 24 feet wide. Prior to surface treatment the road shall be broomed by the contractor. The contractor shall furnish surface treatment aggregate designation 2B, emulsified asphalt grade CRS-2P and all equipment necessary to the surface treatment. An option item consists of applying a single layer asphalt surface treatment to a 3.5-mile segment of Forest Road 21. The road is a double lane road 22 feet wide. Prior to surface treatment the road shall be broomed by the contractor. The contractor shall furnish surface treatment aggregate designation 1B, emulsified asphalt grade CRS-2P and all equipment necessary to apply the surface treatment. The intent of this contract is to provide for the complete project described in the contract. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with the specifications and provisions of the contract. The Government’s estimate is between $500,000 and $1,000,000. PROJECT LOCATION. Forest road 13 is located in the Prairie City Ranger District of the Malheur National Forest, about 8 miles southeast of Prairie City. It may be accessed by driving 8 miles south east on county highway 62 from Prairie City, OR. The beginning of the project is the Grant county highway 62 and Forest road 13 junction. Forest road 21 is located in the Blue Mountain Ranger District of the Malheur National Forest. The 21 road connects U.S. highway 26 and Grant county highway 63. The beginning of segment 1 can be reached by driving west on highway 26 for approximately 18.2 miles from John Day, OR. The subsequent segments may be reached by driving south on forest road 21. PARTICIPATION. This project is being issued under the Small Business Competitiveness Demonstration Program (FAR 19.10) which allows for Full and Open Competition. FOR MORE INFORMATION.
