Description
Sole Source. The Mission and Installation Contracting Command Center-Yuma in Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Cranfield University College Rd, in Cranfield, Bedford, United Kingdom. Cranfield University is the only known source which can provide a comprehensive training course that includes the topics listed below. This will be a commercial acquisition using simplified acquisition procedures for commercial items per FAR 12 and FAR 13. The requirement is to provide a 4 day course in which Cranfield University Faculty Members will teach an academic course aimed at enhancing YTC Test Officers knowledge of ammunition, weapons and vehicles systems technology. Topics covered in a 4-day course include: Gun Performance, Gun Pressure Curve, Barrel Stress, Muzzle Brake, Propulsion, Mine Blast Effects, Helicopter Performance, Aerodynamics, and Visual IR Signature Reduction. Cranfield will also prove classroom course notes for 35 students and YTC will provide the classroom required for the 4-day session. The North American Classification System (NAICS) code is 611710 with a standard size of $7.0 Million. This contract will consist of one Contract Line Item Number (CLIN) 0001, Quantity: 1, Unit of Issue: Lump Sum, Description: Training for Munitions and Weapons Personnel. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOPALS. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firms technical capability to meet these requirements by 17 June 2010 8:00 AM MST.
