Description
Seedling Spec Trail Map Road Map Exhibits SF 1449, SOLICITATION Acquisition Zone West, Region 8, US Forest Service, is issuing as Restricted to Small Business, a Request for Proposal for Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for services, multiple locations for the Ouachita and Ozark-St. Francies National Forests, Arkansas and portions of Oklahoma. All will be in accordance with individual task order requirements based on the performance based statements of work. Contractors that receive awards will be eligible to compete for individual projects based on the dollar value, location, and type of services including but not limited to: 1.Provide all equipment, materials and labor and related items necessary to perform the following: Remove large woody debris. This would include but not limited to fallen trees, tree tops, leaning trees, boulders, rock and rock deposits. Clear specified drainage channels associated with roadsides, trails and other designated features. Clear debris from blocked roadways, drainage structures, bridges and related structures. Construct and/or repair dikes, berms, ponds and other water control structures. These activities would occur primarily on or along roads and other large open areas. 2.Provide all equipment, materials and labor and related items necessary to perform the following: Remove and clear away large woody debris from footpaths and other recreation areas. This would include, but not be limited to overhead brush, limbs, leaning trees, broken branches and other items determined to be safety hazards that may be on, above or capable of falling onto the trail right of way on in a specified recreation area. These activities would occur primarily on trails, recreational areas and in areas with limited access for motorized vehicles. The contract will be for a base (2 years) plus three one-year option periods, not to exceed 5 (five) years. Minimum value per task order will be $2,500. Maximum dollar value per task order will be $500,000. Total cumulative dollar amount shall not exceed $4,000,000 over the life of each contract awarded. The North American Industry Classification System (NAICS) code is 115310. The small business size standard is $7 million average annual revenue for the previous three years. The solicitation documents will be posted o/a May 24. A Pre-Proposal Conference will be conducted on June 3. Location and time will be included in the solicitation document. The selection process will be conducted in accordance with FAR Part 15.3 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation. Technical and past performance, when combined, are significantly more important than price. A price proposal(s) will be required based on initial projects listed in the solicitation per each category of work. Interested offerors must be registered in the Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website..
