- The Department of Homeland Security (DHS) intends to acquire new package screening devices for detecting contraband material. These devices would be used at any venue at which DHS needs to ensure the safety of a protected zone by scanning handbags, backpacks, luggage, parcels, etc. In order for DHS to select the device(s) that optimally fulfills the requirements of various operational environments, the DHS Science and Technology (S&T) Operational Experimentation Program (OEP) seeks to conduct a series of experiments using detection equipment in realistic, operational scenarios in order to examine the performance limits of the devices. The devices are not being evaluated to a specific set of performance criteria; rather, their performance in each category will be noted, and individual DHS components may use this information with respect to their particular operational needs. RFI HSHQDC-10-R-00059, Paragraph II. Objective, is hereby amended as follows: (Amended language is underlined.) "Paragraph II. Objective: DHS S&T is soliciting information on currently available devices for the detection of contraband (weapons, explosives, etc.) hidden within personal items, luggage, or packages, that could potentially meet various DHS requirements of portability, ruggedness, and reliability. Vendors interested in submitting technologies will be asked to provide a demonstration unit for an experiment to be conducted in October 2010, for no more than two (2) weeks, at a venue to be determined, along with personnel to set-up the provided equipment and to train DHS-supplied operators. This product characterization series is for devices that can scan packages up to a maximum size of 35" by 35". Additionally, it is preferred that the devices be on TSL's Qualified Products List (QPL) or have undergone or are currently proceeding through an equivalent qualification by a separate third party. A preliminary list of capabilities desired for the assessment is provided in Table 1. DHS will not pay for any costs related to a vendor's preparation, delivery, or participation in the demonstration." ALL OTHER INFORMATION AND REQUIREMENTS REMAIN UNCHANGED.
