- NASA/Goddard Space Flight Center (GSFC) has a requirement for the continuation ofContract NNG06EA009C with the Computer Sciences Corporation (CSC) Lunar ExplorationNeutron Detector (LEND) Investigation on the Lunar Reconnaissance Orbiter (LRO) Mission. CSC is currently performing LEND safety and health oversight for the LEND Instrument,including engineering parameter review and trending, as well as participating in thescience operations which includes initiating all commands to the Instrument, planning allInstrument modes and turn-ons.NASA/GSFC intends to issue a sole-source Request for Proposal (RFP) to CSC. Theestimated period of performance of this firm-fixed price (FFP) contract extension will befor twenty-five (25) months from February16, 2011 through March 15, 2013. CSC is theonly organization currently qualified to perform the subject requirement for thefollowing reasons: 1) Only CSC and the other current partners in the LEND investigationpossess the high level scientific expertise, the detailed knowledge of the LENDInstrument and LRO spacecraft, and the capability to carry out the calibration andoperations in a combined manner in which the scientific operations and the flightoperations can be merged. 2) CSC personnel, in particular LEND Co-Investigator Dr. LarryEvans, are unique in their familiarity with the LEND Instrument design, testing andcalibration as well as the LRO spacecraft. From 2005-2009, CSC was a key part of theteam which designed, fabricated, calibrated, tested, and integrated the LEND Instrumentfor the LRO spacecraft, including at the Spacecraft level after delivery to LRO. Undercontract NNG06EA09C, CSC has successfully carried out the science operations of the LENDInstrument on the LRO spacecraft since LRO launch in June 2009. Dr. Igor Mitrofanov ofRussias Institute for Space Research, as a leading expert in his field of planetary andspace physics, was selected by NASA to lead this investigation, based on an evaluation ofhis proposal submitted under the Announcement of Opportunity for exploration measurementsin NASAs LRO Mission (AO NNH04ZSS003O). This proposal, which proposed LEND as acontributed Instrument supplied by the Russian Federal Space Agency, identified Dr. LarryEvans of CSC as a Co-Investigator to ensure LENDs scientific and operational success. Asignificant factor in the selection was the particular characteristics of the LENDInstrument that Mitrofanov and Evans proposed, which was judged superior to itscompetitors at the time. The LEND Instrument is a state-of-the-art, one-of-a-kindInstrument. In addition, CSC developed software for: testing the Instrument on-orbit andmodeling Instrument performance, checking telemetry received for health and safety of theInstrument, and producing summary data. This effort requires the detailed understandingof the Instrument and all related software. Since CSC made unique contributions to eachof these areas described above, no other organization not currently part of the LENDinvestigation has the knowledge and experience to perform the requirement. 3) CSCscientists have helped lead the effort in the community to analyze the data products fromthe LEND Instrument, and current LEND team members are the only organization with thecapability to carry out the combined scientific and Instrument operations. Statutory authority for this firm-fixed price procurement is 10 U.S.C. 304(c)(1)--OnlyOne Responsible Source. However, organizations who believe they can provide theseservices without any detrimental impact to the program schedules supported by this work,should fully identify their interest and capabilities within 15 days after publication ofthis synopsis.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 23, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. All responsible sources may submit an offer which shall be consideredby the agency.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.
