Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-10-T-7861, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34, effective 01 July 2009. NAICS 811310 applies. The Small Business Competitiveness Demonstration Program is applicable. This is a Small business set-aside. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for the following services: 1.0 ABSTRACT: 1.1. This item describes the requirements to conduct annual preventative maintenance and certification of the Self Contained Breathing Apparatus (SCBA) compressor and refill station located in compartment 1-155-1-AA. 1.2. 41 each of SCBA air packs, consisting of masks, regulators and cylinders need to be inspected, tested and if needed, serviced in order to comply with testing and certification requirements 2.0 REFERENCES: 2.1. MAKO Compressor and Filling Station Tech Manuals (available onboard vessel) 3.0 ITEM LOCATION/DESCRIPTION: 3.1. Location: 1-155-1-AA and each repair locker 3.2. Item Description/Manufacturer's Data: 3.2.1. SCBA Compressor: Mfr: MAKO Model: 9400E3-MSC Type: CGA Grade "D" quality for breathing air 3.2.2. SCBA Refill Station: Mfr: MAKO Model: M3100-3-MSC 3.2.3. SCBA air packs Mfr: Mine Safety Appliances Company Quantity: 41 each consisting of masks, regulators and cylinders (41 active, 50 spare) 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: None 5.0 NOTES: 5.1. The Contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this Work Item. In performance of this Work Item, the Contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR's. 6.0 QUALITY ASSURANCE REQUIREMENTS: None additional. 7.0 STATEMENT OF WORK REQUIRED: 7.1. Accomplish the OEM recommended annual preventative maintenance requirements and certifications of the equipment listed in 3.0. 7.1.1. Clean, inspect and service the SCBA compressor and refill station. 7.1.2. Provide all special tooling, equipment, spare parts, and consumables necessary to accomplish work requirements. 7.1.3. Replace all filters and renew compressor oil 7.1.4. Inspect drain traps for residual water and oil prior to running unit. Ensure the drain valve is left open with a suitably sized catch container underneath. 7.1.5. Replace missing and disturbed fasteners. 7.1.6. Compressor shall be left in a clean, ready to use condition. 7.1.7. Inspection shall include but not be limited to SCBA back frames, harnesses, regulators, Flow Test, positive pressure face masks, remote hose adapters, and all associated equipment IAW the Manufacturer's Specifications. 7.1.8. Submit an "As-Found" Condition Report of the Air Breathing Units and associated equipment to the MSFSC Representative. 7.1.8.1. Include in Price Quote the cost to replace four (4) Supply Hose and four (4) Breathing Hoses with By-Pass w/90 Degree Quick Connect. 7.2. Accomplish a final operational test of the equipment listed in section 3.0. Note section 6.0 requirements. Submit "as-released" report detailing the results of the inspections and servicing provided. Submit certificates for equipment tested and serviced. 7.3. Dispose of all oil, spent filters, solids and liquids, generated by work in this work items in accordance with applicable federal, state, and local regulations. 7.4. Painting: Clean and paint all new and disturbed surfaces to match surrounding surfaces, using International Marine Coating system. 7.5. Marking: Install name plates, notices, and markings showing all newly certified systems and equipment. 7.6. Preparation of Drawings: None. 7.7. Manufacturer's Representative: 7.7.1. Provide the services of the manufacturer's authorized technical field service representative to perform the annual servicing, repairs, and certification to the SCBA compressor and refill station as well as each SCBA air mask and regulator, in accordance with manufacturer's procedures and standards, and as specified in this work item. 8.0 GENERAL REQUIREMENTS: None additional. The required period of performance for the above items is 06 Aug 2010-04 Sep 2010. After reviewing the ORCA database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and certifications-Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference); 52.212-4 Contract Terms and Conditions-Commercial Items; Addendum to 52.212-4 (q) Other Compliances applies: Federal Law and regulation require Government contractors to possess appropriate insurance coverage for their employees. The Government reserves the right to request evidence of appropriate insurance, including Longshoreman's and Harbor Workers' Compensation Act (LHWCA) coverage required to perform work on or near ships. (33 U.S.C. S903(a). All policies shall contain an endorsement stating that any cancellation or material change in the coverage adversely affecting the Government's interest shall not be effective unless the Contractor provides written notice of the same to the Contracting Officer.
