- HyperText Markup Language 508 Compliance Software Veterans Affairs Technology Acquisition Center (VA TAC) is seeking sources to provide the HyperText Markup Language (HTML) 508 Compliance Software. This is a request for information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in the paragraphs below. The objective of this effort is to conduct a pilot project to determine the state of Section 508 compliance on VA's existing HTML servers at VA Headquarters, to create a plan for enterprise wide application of an automated tool-based 508 compliance management for HTML, to provide options for up to two (2) additional years of licensing at the VA Headquarters, and to provide option items to install the product in up to 25 additional sites. The Contractor shall install, implement, operate and support a proven 508 compliance validation tool for HTML at the VA Headquarters site, as described herein. The compliance tool shall perform an analysis of HTML sites to assess whether they are Section 508 compliant. The compliance tool shall provide the following functionality, as a minimum: "1-click analysis of ad-hoc URL's "Ability to analyze single/multiple files on desktop and network "No manual checks - interactive checks help determine if a violation exists rather than manual review for all potential violations "Integration into development lifecycle on any platform/OS (Linux/Unix/Windows/VM Ware) "Integrated issue management for auto and wizard remediation performed "Ability to analyze authorized web applications including LDAP authorization "Global issues reported only once providing accurate count of violations "Global auto remediation of issues "Web-based auto and wizard-driven remediation "Section 508 Refresh "Ready" "Reporting on Updated/New content only "Unrestricted use as training tool at employee orientations "Handling of content in all languages and double byte characters (including but not limited to Spanish) "Integration with multiple Content Management Systems including TeamSite "Integration with multiple Integrated Development Environments (IDEs) and Web Authoring tools "Record and count of previous runs (snapshots) always available "Trend automatically displayed and updated in Dashboard "Scheduled jobs for recurring scans "Developer Workbench for visual screen reader emulation "No user limit license Interested contractors shall provide the following: "Company Name; "Company Address; "Point of contact name; "Telephone number; "Email address; "Company's business size, including applicable North American Industry Classification System (NAICS) code(s); and "Brief capabilities statement not exceeding 2 pages. "Answers to the following two (2) questions: oWhat are the terms and conditions of your licenses? (i.e. per user or per site) oCan your company provide an enterprise-wide software tool to handle an unlimited number of users? This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.
