- RECOVERY - THIS ACQUISITION WILL BE FUNDED IN WHOLE OR IN PART BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PUBLIC LAW 111-5. THIS ACQUISITION IS A 100% TOTAL SMALL BUSINESS SET-ASIDE. The U.S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST), requires a Contractor to fully develop and execute a Health Information Technology (HIT) Testing Infrastructure that will provide a variety of testing services, support a broad range of test models, support numerous health data standards, provide a component-based user interface, enable user customization, support changing user requirements, and provide a feedback loop to enhance the health standards. This pre-solicitation notice is for non-commercial services. NIST intends to solicit this acquisition under the procedures set forth in FAR Part 15. The period of performance is anticipated to be sixty (60) months. The Government intends to award a time and material contract for these services because it is not possible for the Government to estimate accurately the extent or duration of the work with any reasonable degree of confidence. No other contract type is suitable because the development of a Testing Infrastructure will employ novel techniques not in use in any other IT test systems that will require continuous revision during development to produce a viable and acceptable testing infrastructure that meets the demands of a broad customer base. The novel techniques are needed to address the broad range of health information technology standards, the complex interplay among them, and their continued rapid development present. Availability of Solicitation: NIST intends to post the solicitation on www.fbo.gov on or about 15 days after this notice is posted. The due date and time for all proposals will be stated in the solicitation. How to Obtain Solicitation and Amendments: Potential Offerors will be responsible for obtaining the solicitation and related amendment(s), if any, from www.fbo.gov after the solicitation has been posted. It is and will continue to be the responsibility of each potential Offeror to monitor www.fbo.gov for any amendment(s) or other information related to this solicitation. The Government will not be maintaining a mailing list.
