- RECOVERY - The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) on behalf of the Fogarty International Center (FIC) intends to negotiate on a sole source basis with White Point Systems, Inc., 520 Spring St., Friday Harbor, WA 98250 for the continued operation of the Global Data Center. The NICHD intends to negotiate a two year contract with three option years with White Point Systems, Inc. for the continued support of the International Cooperative Biodiversity Groups (ICBG) Global Data Center. The ICBG is a research program supported through cooperative grants that supports multidisciplinary teams composed of scientists in the U.S. and in low and middle income countries. This research program is managed by FIC and sponsored by five agencies of the U.S. government. The Global Data Center provides data from all of the ICBGs that links all of the steps of the data pipeline from material collection through drug discovery. In 1998, White Point Systems created the proprietary database called Natural Products Information System (NAPIS) as part of the original grant that mines data for emergent patterns of information, compared across data in a format that can be used by grantees and the FIC Technical Advisory Group. The Global Data Center also optimizes data management and trains the members of the ICBG in skills associated with using a relational database and facilitates the dissemination of non-proprietary products of this program to the public. In the course of this new contract, the Government intends to use the improved features of NPAIS developed during the previous contract with WPS. In order to perform the continued work, a new prospective contractor would need to develop or have an operational database that could mine the data in a way that would be useful and relevant for the current grantees and the Government. Additionally, a new prospective contractor must have demonstrated successful professional relationships with researchers and members of the FIC Technical Advisory Group as well as demonstrated successful marketing strategies and networks in order to publicize the availability of the data to researchers and government agencies in order to maximize this valuable resource. Pursuant to 41 U.S.C 253 (c)(1) as set forth in the Federal Acquisition Regulation (FAR) at 6.302-1, White Point Systems, Inc. is the only source capable of continuing these services without substantial duplication of cost to the Government, as well as unacceptable delays and loss of consistency make competition unfeasible for the continuation of this project. Interested parties may submit their interest and corporate capability statements in response to the requirements as described above in writing. This notice of intent is not an announcement of the availability of a Request for Proposal (RFP) nor is an RFP currently available. All interested parties may submit their statements to the point of contact below to the contracting office address no later than Thursday, June 24, 2010 3 p.m. E.S.T. See numbered Note 22.
