- QUESTIONS AND ANSWERS QUESTION 1: Could please provide additional detail on the specific disciplines and type of services needed such as Civil Engineering Design, Mechanical Engineering, Architectural, Traffic, Waster/Wastewater, and Construction Management.? ANSWER: CIVIL ENGINEERING "Overall Focus: Public works/infrastructure and buildings/structures. "Primary Areas of Specialization: "Geotechnical Engineering (analysis of soils and rock in support of engineering projects/applications - building foundations, earthen structures, dams, roads, etc) "Structural Engineering (design of all types of stationary structures - buildings, bridges, etc.) "Surveying (measure/map the earths surface in support of engineering design and construction projects and for legal purposes - locating property lines, etc.) "Transportation Engineering (design of all types of transportation facilities/systems streets/highways, railroads, etc.). ELECTRICAL ENGINEERING "Overall Focus: All things electrical/electronic electronic devices, electrical systems, electrical energy, etc. "Primary Areas of Specialization: "Communications (transmission and processing of information via various means - wires, cable, fiber optics, etc.) "Digital Systems (digital-based communication and control systems) "Electric Power (transmission, and distribution of electric power) "Electronics (electronic devices and electrical circuits for producing, detecting, and controlling electrical signals for a wide variety of applications) ENVIRONMENTAL ENGINEERING "Overall Focus: Issues involving the protection and preservation of the environment, including sustainable use of the earths natural resources. "Primary Areas of Specialization: "Air Pollution Control "Hazardous Waste Treatment and Disposal "Recycling and Solid Waste Disposal "Sanitary Engineering (municipal and industrial water and wastewater treatment) "Water Resources (control and use of water, focusing on flood control,) GEOTECHNICAL ENGINEERING "Applies geological principles in support of civil engineering projects, such as the construction of buildings, roads, and dams MECHANICAL ENGINEERING (ME) "Overall Focus: Machines, structures, devices, mechanical systems, and energy conversion systems. "Primary Areas of Specialization: "Solid Mechanics (analyzing the behavior of solid bodies subjected to external loads, stress, and/or vibrations and using that information in the design and manufacture/construction of such bodies) "Fluid Mechanics (analyzing the behavior of liquids and gases and using that knowledge in the design and development of machinery and systems that can and/or do influence that behavior pumps, fans, turbines, piping systems, etc.) "Thermodynamics (analyzing the conversion one form of energy into another and using that knowledge to design and develop energy conversion devices and systems power plants, engines, Heating, Ventilation, and Air Conditioning (HVAC) systems, etc.) "Mechanical Design (covering the full range of mechanical-based products and systems) STRUCTURAL ENGINEERING "Sub Set of Civil Engineering SURVEYING "Sub Set of Civil Engineering QUESTION 2: Do you intend to award multiple contracts to various disciplines or a single contract that can provide all of the services listed? ANSWER: "One Contract to an Architectural on Engineering firm that can pull together the design disciplines as described in the RFQ. QUESTION 3: If your intent is to award one contract what is your position on multiple consulting firms teaming to provide the required services as long as the lead consultant meets the socio-economic status? ANSWER: "OK however the more in house Architectural or Engineering disciplines the better. QUESTION 4: What facilities are included under the Army Regional Tidewater Directorate of Public Works? ANSWER: "As Stated in the RFQ the Tidewater Region consists of,Fort Lee, Fort Eustis and Fort Monroe. QUESTION 5: The Sources Sought notification states that approximately 70% of the average 1M for design services will be awarded in the fourth quarter. Is this money for the design services to be completed by one firm or is it spread among multiple firms? If it is for multiple design firms, approximately how many? ANSWER "See the answer to question 2 above. One contract will be awarded to one Architectural or Engineering firm. That firm is responsible for pulling together all the required design disciplines to accomplish the assigned task. QUESTION 6: Please clarify what type of information youre looking for with regards to the following: All relevant past performance on same and or similar type of work from the past three (3) years. Are you looking for evaluations, cost & schedule information, references or something else entirely? ANSWER "Past performance experience in A&E design work/projects. This should display your companys ability to perform the services requested.
