Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is VA118-10-RQ-0413 and is issued as a request for quote. Quotes are due to be in receipt by this office not later than 06/17/10 at 3:00 PM EST. This action is being solicited on a Sole Source basis under authority 41 U.S.C.253(c) (1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" The intended source is the Meredith Corporation, 1716 Locust Street, Des Moines, Iowa 50309, as they are the owner of the HEALIA Search Engine. This search engine is considered proprietary; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The Department of Veterans Affairs (VA) Office of Enterprise Development (OED) requires a subscription for maintenance and support of the HEALIA Search Engine. HEALIA is the health search engine that provides personalized health information via the My HealtheVet web portal. The proposed action is on a firm fixed price basis for the procurement of a HEALIA Search Engine subscription, which includes premium level licensing and maintenance for up to 250,000 users per month. The period of performance will be from date of award through 12 months with four 12-month option periods to be exercised at the Government's discretion.
