Description
This procurement is 100% set aside for service disabled veteran owned small business (SDVOSB) firms. The Atlanta VA Medical Center (VAMC) located at 1670 Clairmont Road, Decatur, GA anticipates the award of a firm fixed price contract to provide design/build services for a complete design and construction services contract to complete project number 508-335, New Parking Deck Addition. This project is for a multi-level parking deck comprised of two three level parking structures providing a total of approximately 500 parking stalls. A minimum of 3% of the parking stall will be accessible as defined by the latest edition of the ADAAG standards and architectural Barriers Act Accessibility Standard. The two parking structures will be connected at ground level by a common drive area and main stair/elevator tower. It is likely that future parking needs of the Atlanta VAMC will require additional parking. Therefore, these structures will be engineered for future expansion of three levels, for a total of six levels of parking in each structure. The design/build team shall provide all services necessary to provide investigative & testing services, contract drawings, specifications, cost estimates, construction period services, site visits, equipment and supervision to design and construct the new parking structure. The project shall consist of constructing two three-level parking decks at the Atlanta VAMC. This structure is planned for construction on top of the existing valet parking lot. The new parking structure will provide approximately 500 new parking stalls. The project will include demolition of the existing valet parking lot, major earthwork for footers/support columns, new concrete floors on top of encased steel beams, new lighting, fire standpipe system, new storm drain and site work. The project will be designed to achieve energy consumption level that is at least 30% below the level achieved under ASHRAE Standard 90.1-2004, if life cycle cost effective. Use appendix G of ASHRAE Standard 90.1-2004 to document energy savings. The contractor will be required to work after normal business hours to minimize disruptions. The design/build project will be completed within 455 calendar days from the date of receipt of the Notice to Proceed. The estimated cost of this project is between $5 million and $10 million with a NAICS code of 236220 and a small business size standard of $33.5 million. Evaluation Criteria: Proposals will be evaluated and award will be made on the basis of both technical considerations and cost most advantageous to the Government. Evaluation factors are construction management, past performance, schedule and cost. The Government intends to evaluate proposals and may award a firm fixed price contract without discussions. It is anticipated that the solicitation will be available on/about Monday, June 28, 2010 on the Federal Business Opportunity website (www.FedBizOpps.gov); hard copies of the solicitation will not be available. Contractors must be registered on Central Contractor Registration (CCR, www.ccr.gov) and VetBizOpps (www.vip.vetbiz.gov) to be eligible for award.
