Description

The USDA, ARS, Southern Plains Area Office, College Station, Texas intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements with Kingaroy Engineering Works Pty Ltd, 2 Jarrah Street, Kingaroy Qld 4610 for a KEW Peanut Trailer Thresher. This procurement is being conducted under Simplified Acquisition Procedures (SAP) for Commercial Items. The USDA-ARS Cropping Systems Research Laboratory (CSRL) in Lubbock, Texas has established a program of peanut germplasm selection for improved tolerance to heat and water-deficit stress. This work is in parallel with ongoing projects at CSRL investigating the effects of conservation tillage and timed deficit irrigation on peanut production (collaboration with research projects at CSRL, USDA National Peanut Research Laboratory, Dawsen, Georgia and Texas Agrilife Research, Uvalde, Texas). The research projects are conducted on site as well as on numerous farms in the area (distances of up to 75 miles from CSRL). In previous years harvesting has been done by hand or with borrowed equipment. The projects have become large enough that neither of these options is feasible any longer. The minimum requirements are listed as follows. 1. End product shall contain less than 0.5% crop residue; 2. End product shall have less than 1% breakage; 3. Crop residue shall have less than 1% peanuts; 4. Pneumatic delivery of peanuts to bagging chute; 5. Peanuts can be collected in bags or grain trailer; 6. Crop residue is deposited away from the bagging chute to avoid contamination; 7. Thresher can be adjusted to compensate for: the moisture content of the crop, the density of sample and the ability of the operator to hand-feed a steady supply of sample into the machine; 8. Capable of being towed through agricultural fields; 9. Capable of being towed legally on public highways; 10. Double belt driven utilizing a slip clutch device to allow the threshing mechanism to start from zero while engine is running; 11. Gasoline powered engine. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact above not later than 15 days from the posting date of this notice. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
