Description
*NOTE* IF YOU HAVE PREVIOUSLY SUBMITTED INFORMATION TO A SOURCES SOUGHT SIMILAR TO THIS IN THE PAST YEAR OR WEEKS, PLEASE RESUBMIT YOUR INFORMATION TO BE CONSIDERED AN INTERESTED PARTY. Fort Carson Directorate of Contracting (DOC) is seeking to identify the interest of Service Disabled Veteran Owned, 8(a), and HubZone small businesses to repair/replace roofing at Fort Carson, Schriever AFB, Pueblo Chemical Depot, and Pion Canyon Maneuver Site Colorado. The anticipated contract will also cover emergency repairs that may exceed $25,000.00 which demand a faster than usual response and performance time. The suggested contract type will be competed and awarded as a Multiple Award IDIQ type contract with an estimated $25,000,000.00 maximum value over five years. The minimum delivery order amount will be $25,000.00. The winning bidder will be required to provide a minimum of two manufacturer certified applicators for Spray Polyurethane Foam (SPF) systems. Proof in the form of training certificate will be required from a SPF industry recognized training facility. The NAICS code for this procurement is 238160 with a size standard of $14,000,000.00. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT AN INVITATION FOR BID. All parties are advised that this project may be revised or canceled at any time during the solicitation, selection, evaluation, negotiation, and final award phases. The work is considered to be construction work and Davis Bacon requirements shall apply. The successful contractor must be able to provide 100% performance and payment bonds at the order level. In responding to this sources sought, please indicate your: (1) interest and ability to do the above work to include past performance examples with similar types of projects of this nature and scope, (2) if your business is 8(a), Service Disabled Veteran Owned, and/or HUBZone certified, large, or small, (3) Past experience performing this type of work, (4) Bonding capacity both aggregate and per project, (5) Company information to include Company Name, Physical address, Phone Number, and Email address, (6) indicate the number of manufacturer certified applicators for SPF that you have on staff. Please keep in mind that per FAR 52.219-14, Limitations on Subcontracting, the winning bidder will be required to do at least 15% of the work with its own workforce. Submit this information to the POC below, per EMAIL ONLY. Release of a synopsis of the requirement is anticipated late Julye 2010 or early August 2010. An actual solicitation is anticipated to be issued late August 2010 or early September 2010. It is anticipated that performance will begin late September 2010 or early October 2010. The closing date and time for submission of bids will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FBO) website at http://www.fbo.gov at that time. Interested bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All contractors MUST be registered in the Central Contractors Registration database or their bid will not be considered. Contractors can obtain further information on the CCR website at http://www.ccr.gov. Prospective bidders who would like their company name included on the Bidders Mailing List may do so on the FBO website under the Interested Vendors List. Due to the availability of electronic documents on this project, the Government will not be maintaining a separate bidders mailing list. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs. INTERESTED PARTIES MUST RESPOND TO THIS SOURCES SOUGHT NO LATER THAN 10:00AM MDT, 24 June 2010.
