- AMENDMENT: This amendment changes description of Past Performance Tradeoff (PPT) in the announcement as follows:) FROM: Mission capability and past performance will be equal in importance with price being somewhat less important. TO: Mission capability is pass/fail. Only those offerors with passing Mission Capability are evaluated for award. In the award evaluation, past performance and price are approximately equal in performance. END CHANGES. The Vehicle Management and Operations program provides management of the Wright-Patterson Air Force Base (WPAFB) fleet of approximately 864 vehicles as well as maintenance for the Air Force owned vehicles. The contractor is required to provide all personnel, equipment, tools, materials, supervision, and other items, except that which is designated Government Furnished Property, and the services necessary to manage and perform vehicle maintenance, operations and analysis. Vehicles included in this fleet are general purpose, special purpose, construction, base maintenance, material handling, non-registered vehicles and equipment. The contractor will manage the U-Drive services and provide base taxi service, bus service/shuttle, cargo movement, protocol support and other associated services. The contractor manages the maintenance and operations of general, special purpose, construction, base maintenance vehicles and material handling equipment affecting every organization on WPAFB. A portion of this contract calls for the management of the U-Drive services, base taxi service/shuttle, cargo movement, and transportation support for the many distinguished visitors, Air Force teams, aircrews, and conference attendees traveling to the base for meetings here and in the near vicinity of WPAFB. Performance of timely and high quality maintenance and efficient operations management is critical to the day-to-day support of the base. We anticipate awarding a commercial, firm fixed price contract with a period of performance of 1 Oct 10 - 30 Sep 11, with a transition period of 1-30 Sep 10 and three option years. The competition will be full and open. The Government plans to use a performance price tradeoff source selection, with mission capability, past performance, and price being the evaluation factors. Mission capability is pass/fail. Only those offerors with passing Mission Capability are evaluated for award. In the award evaluation, past performance and price are appriximately equal in importance. Offerors are cautioned that award may not be made to the offeror submitting the lowest cost. The place of performance will be Wright-Patterson AFB, OH, 45433. The issue and response dates for the Request for Proposal are yet to be determined and will be posted here via amendment.
