Nationalization Advisor (PSC), Bogotá, Colombia Issuance Date: 06/10/2010 Closing Date: 07/09/2010 SOLICITATION NUMBER: PSC-10-052-INL SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. SOLICITATION NUMBER: PSC-10-052-INL ISSUANCE DATE: 06/10/2010 CLOSING DATE/TIME SPECIFIED: 07/09/2010 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: Nationalization Advisor MARKET VALUE: FS-04/03 (Equivalent GS - 12/13) PERIOD OF PERFORMANCE: One year from date awarded PLACE OF PERFORMANCE: Bogotá, Colombia JOB DESCRIPTION: See below STATEMENT OF DUTIES 1.GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Purpose: The purpose of the personal services contract Nationalization Advisor is to support the Narcotics Affairs Section (NAS) at the American Embassy in Bogota, Colombia in the ARAVI Training Program (ARAVI is the Spanish acronym: for Colombian National Police Aviation Unit). The incumbent is to coordinate and manage all aspects of aviation curriculum development, and work with other NAS/ARAVI Advisors for review of training requirements. Duties and responsibilities: a.Plans and coordinates aviation-training requirements to achieve nationalization of the NAS/ARAVI program. Provides guidance in all aviation training matters as requested by the NAS and ARAVI leadership. Develops and prioritizes an annual budget for the Senior Aviation Advisor and Program Manager. b. Analyzes the unit’s needs and develops career fields for the Colombian National Police (CNP). Coordinates with the Contractor and CNP on implementation, training, and personnel utilization in those career fields. c.Provides oversight and closely monitors the contractor-training program. Ensures training requirements are identified, coordinated and scheduled utilizing available resources effectively, efficiently and economically. d. Oversees and supervises database entry personnel for training status tracking and reporting. Reviews training records, qualification and certification documentation for CNP and contractor training. Ensures that applicable directives and contract requirements are met regarding aviation training. Verifies and validates database entries for the training status tracking and reporting. e. Provides oversight for development and update of the Instructional Systems Development process, to include training needs analysis, program training curriculum design and development, traditional and e-learning course planning and implementation, formal and informal training presentations, evaluation and testing program, formal group instructor training and qualification, and training solution evaluation. f.Evaluates instructor qualification and selects instructors and trainers from both within and outside the ARAVI program. Provides instructional guidance as required. Ensures that instructors, trainers and certifiers are identified and qualified. g.Evaluates instructor staff tasked to provide formal and informal training instruction. Performs recurring and regular training audits at ARAVI bases where training is conducted. h.Oversees training audits performed by the contractor and the CNP. i.Develops a five-year contractor reduction plan that aligns with the CNP’s personnel capacity and capability to assume the duties of the contractor. j.Develops an annual training plan for OCONUS courses, in-conjunction with the NAS Training Coordinator, identifying the organizations needs, OCONUS training opportunities, and balancing program financial status. Assists in the management of the acquisition of Security Assistance Training courses, and ensures that the candidates are qualified to attend the training. k.Manages the selection process of CNP candidates to attend USG funded training. l.Coordinates classroom and training equipment availability. Assures annual end-use monitoring of all NAS/ARAVI aviation training equipment is completed. m. Assists in the development of program contractual documents and performs contractor oversight with provided guidance from the Contracting Office. n.Submits weekly activities report to the Program Manager and Senior Aviation Advisor. o.Serves as back up to the Standardization and Operations Advisor. p.Attends weekly Production Control meetings to coordinate activities. q.Conducts monthly training meetings with supervisors and trainers to review progress and identify any recommended changes to the training program. r.Performs other training duties as required. Required skills/abilities: a. U.S. citizen, subject to State Department secret level security clearance. b. Education: Bachelor's Degree from an accredited institution or equivalent, i.e., Associate Degree with five years related experience, or 10 years related experience in the military or law enforcement, international development or international affairs or public administration, experience desirable but not required. c.Experience: Three years instructional training experience, including course management and program management and supervisory skills and/or equivalent experience as on military or civilian trainer. Has ten years experience in aviation, preferably in a military environment. d. Knowledge: Has extensive knowledge of all areas of aviation curriculum development and training program management, including program development; administration; lesson plan and training-aid development and training coordination; personnel scheduling. e. Proficient in Microsoft Office Suite and possess internet research techniques. f. Knowledge of U.S. Federal Aviation Administration (FAA)regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. g. Skills proficient in typing and computer are needed to use information technology and management systems as required. h. Language: Spanish language ability at the Foreign Service Institute Level R/2, S/2 and (or) Defense Language Proficiency Test (DLPT) level 2/2 is highly desirable. Complexity: The incumbent provides NAS/CNP Aviation Unit (ARAVI) oversight of aviation curriculum development management, including: coordination with other NAS/ARAVI advisors for review of training requirements; management and oversight of aviation curriculum development; informal and formal course planning; training presentation, evaluation and testing; formal group instructor training and qualification; management and evaluation of the contractor training program; verification and validation of database entries for training status tracking and reporting; assists with training audits. Scope of Effect: The primary purpose of the position is to provide NAS/CNP Aviation Unit (ARAVI) oversight of aviation curriculum development management and to identify and help implement specific steps to increase ARAVI and decrease contractor staffing of the program. Contacts: Contacts include senior officials throughout the Bureau of International Narcotics and Law Enforcement, INL/A, the contractor, other U.S. Government Federal Agencies, the U.S. Department of Defense, and the CNP. Contacts are for the purpose of exchanging information, consultation and assistance, cooperative programs and training requirements and planning. Assignments may include active participation in management level conferences, meetings, surveys, procedures and future requirements. The incumbent must be able to effectively interface with senior management and staff personnel from different cultural and technical backgrounds. Physical Demands: The work is both physical and sedentary in nature and involves activity at both the main and field locations. Work Environment: Position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Narcotics Affairs Section (NAS), Bogota, Colombia. The physical location of this PSC position is at the ARAVI Base in Guaymaral. The work is primarily conducted in an office or aircraft hangar with frequent travel to the field for meetings, conferences, activity reviews, and field inspections. Some field sites have been declared hazardous-duty locations by the Department of State due to hostile activities of the narco-traffickers and guerrillas and therefore pose risk to the incumbent while at these sites. Position Elements: a. Supervisory Controls: The incumbent reports to the NAS Senior Aviation Advisor. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. b. Exercise of Judgment: Exercise of judgment and detailed understanding of personnel training and resource management are required. c. Authority to make financial commitments: None. d. Nature, Level, and Purpose of Contacts: will maintain good working relationship with USG and Colombian nationals, including ARAVI officials, working on Training Programs. Evaluation Criteria: Factor 1: Offeror's demonstrated experience and in-depth knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, INL/A Aircrew Training and Standardization Program, to include operating directives, train and standardization publications, aircrew training manuals, safety program manuals and regulations, and related documents. Significant experience in military or U.S. civilian aviation safety programs can be substituted; however, the successful candidate must become intimately familiarized with INL safety standards. (30 points) Factor 2: Offeror's demonstrated experience and knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. (20 points) Factor 3: Offeror's knowledge of and experience in the formulation of plans and policies pertaining to operations within unit level safety and flight training activities; incumbent should have a basic knowledge of command communications, and Department of State flight operations procedures. (20 points) Factor 4: Offeror's experience in aircraft operations/training management in a military or civil organization involved in the training and standardization of rotary- and fixed- wing support personnel and the tactical employment of aircraft in a high threat environment is highly desirable; preference will be given to candidates with such experience. (15 points) Factor 5: Past Performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (15 points) 2.COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled.
