- The Naval Research Laboratory (NRL), Washington, DC conducts research, development and management support of Anti-Ship Capable Missile (ASCM) Counter Measures (CM) technology development projects. The CM technology development projects encompass a spectral range spread across the radio frequency (RF), millimeter wave (mmW), electro-optic (EO) and infrared (IR) portions of the spectral region. The goal of these projects is to improve the ASCM CM capabilities of the Fleet for both shipboard and airborne applications. With the development of advanced ASCM systems by potential adversaries, advanced CM technologies play an increasing role in protecting Fleet assets in both the blue water and littoral environments. NRL requires engineering expertise to evaluate the performance of technologies in areas which include, but are not limited to, off-board CM systems, including RF, mmW, EO and IR payloads. The application of advanced technologies will be evaluated and analyzed with hardware developments. These technologies will be assessed through laboratory and field tests to demonstrate and improve ASCM CM and sensor systems performance. A detailed Statement of Work will be included in the solicitation when issued. A Cost Plus Fixed Fee (CPFF) type contract is anticipated. The period of performance for this effort will be a base year of twelve months, with four one-year options. The anticipated total level of effort is 100,000 hours, including the base year and four options, if exercised. The incumbent contractor is Envisioneering, Incorporated, 4485 Danube Drive, Suite 46, King George, VA 22485-5708, under Contract Number N00173-05-C-2048. It is anticipated that only one award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). An original and three copies of the Offerors proposal shall be received on or before the response date and time noted in the RFP. The package should be marked with the solicitation number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government does not intend to use FAR Part 12, Acquisition of Commercial Items.
