- NASA/GRC has a requirement for Halocarbon 1.8 oil.This oil is a clear, colorless, chlorotrifluoroethylene fluid.It is manufactured by acontrolled polymerization process, and is safe, chemically inert, nonflammable and can beused with oxygen or chlorine. It has high thermal stability and low compressibility. Theprocured Halocarbon 1.8 oil must meet the following specifications: (A) a density of 1.82 g/cc; (B) Pour point of -135F; (C). Viscosity in centistokes @ -65F = 143; @ 100F = 1.8; @ 160F = 1.1; (D). ISO Grade= ~2.900kgs (3x300kg drums)NASA/GRC intends to purchase this item from Halocarbon Products Corporation. Thisparticular Brand Name Only material will continue current experiments at our Center. Tochange brands now would be costly to the Government for re-testing as well as possiblyadditional maintenance or damage to the existing machines.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 14, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. An Ombudsman has been appointed. See NASA Specific Note 'B'.The provisions and clauses in the RFQ are those in effect through FAC _2005-39 This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement 324110 / 1500respectively. The offeror shall state in their offer their size status for thisprocurement. Oral communication are not acceptable in response to this notice.FAR 52.212-4 (MAR 2009), Contract Terms and Conditions-Commercial Items is applicable.
