- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for (1) VIBRATION CONTROLSYSTEM.MINIMUM TECHNICAL SPECIFICATIONS:minimum of 28 input channelsminimum of 24-bit resolutionWindows based Operating Systemone analog output drive dedicated to COLAability to control the following sine vibration tests: -Sine Sweep - one control channel (5 - 3000Hz) -Sine Sweep - multiple control channels (average control) -Sine Sweep - multiple control channels (extremal max control) -Sine Sweep - multiple control channels (extremal min control) -Sine Sweep - change sweep rate and direction real time -Sine Dwell - dwell at resonance based on phase shift -ability to track resonantfrequency even during resonance shift -Sine Burst -tracking filter capabilities including the ability to adjust filter parameters. ability to control the following random vibration tests: -Random Vibration - one control channel (user specified input spectrum) -Random Vibration - multiple control channels (average control) -Random Vibration - multiple control channels (extremal max control) -Random Vibration - multiple control channels (extremal min control) -Random Vibration - change dB level real time ability to control the following shock tests: -Shock - classical shock (20g, 29hz, 120Hz) pre-test self check capabilities for Sine and Random -Self check shall be a low level random over the full test range limiting capabilities for Sine and Random testing Test shall abort on the following conditions: -Any control channel disconnected -Limit channel abort limit abort on Grms (random testing) limit abort on PSD (random testing) limit abort on level (sine testing) -Shaker limits exceeded (shaker limits must be user definable in control software) -Abort button pressed user configurable safety limits redundant system -If some of the input channels go bad the system can still be used less the badchannels. -The entire system shall not be down if one card/module/chassis portion of the systemgoes bad. The system can still be used less that card/module/chassis. capable of> 50,000 Hz sample rates ability to be calibrated through our NASA calibration lab ability to view test data on multiple computers Test data shall be easily utilized by NX I-DEAS Test software able to view data in the frequency domain real time Provider shall have a minimum of 10 years experience designing and producingvibration controllers Supplier provide onsite training The provisions and clauses in the RFQ are those in effect through FAC 2005-39http://nais.nasa.gov/far/. This procurement is a total small business set-aside.The NAICS Code and the small business size standard for this procurement are 334519 / 500respectively. The offeror shall state in their offer their size status for thisprocurement. All responsible sources may submit an offer which shall be considered by the agency. Selection and award will be made to that offeror whose offer will be most advantageous tothe Government, with consideration given to the factors of proposed technical merit,price, and past performance. Other critical requirements mightalso be considered. It iscritical that offerors provide adequate detail to allow evaluation of their offer. (SEEFAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3 (AUG 2009), OfferorRepresentations and Certifications - Commercial Items with their offer.
