Description
PR-CI-10-10768 PR-CI-10-10768- Cover Letter The US Environmental Protection Agency (EPA), Office of Air and Radiation, Office of Transportation and Air Quality, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, MI intends to procure a 4 bay, triple high, Vehicle Stacker Parking Lift System capable of parking twelve test vehicles. This is a combined synopsis/solicitation for the above described procurement. As part of the Clean Air Act and its Amendments, a variety of new emissions regulations have been implemented for vehicles and engines. The EPA NVFEL has undertaken a comprehensive program to implement new and refined test systems to enhance the capabilities to conduct low level emissions testing, of the highest precision and accuracy, on a broad range of vehicles. Part of this implementation involves sharing the ground floor space for other test enclosures, which consumes the current vehicle parking area. The US EPA NVFEL (National Vehicle and Fuels Emissions Laboratory) in Ann Arbor, Michigan provides certification conformity tests for motor vehicles. As part of the test sequence process, vehicles are preconditioned and then parked in a temperature controlled soak area for 12-36 hours to stabilize before the emissions test is done. This soak area has 20 feet of clear height under 90" deep roof girders that are set on 10' centers. This space would enable the stacking of multiple levels of vehicles in order to optimize the storage/soak and test capacity of the limited soak floor area. Standard vehicle lifts have been used in the automotive industry for this purpose. This document details the dimensions and specifications requirements for the triple lift structures that could be installed at NVFEL for this same purpose. Test vehicles are moved without starting or driving them by use of a RICO vehicle (crab) mover. The stackers system shall be designed to function and integrate with these vehicle movers in getting the vehicles on and off the stacker lift platforms. The contractor shall design, fabricate, deliver, install, and test the equipment to assure that it meets the functions specified and meets all the requirements herein. The Vehicle Stacker System shall conform to the requirements specified in the procurement Scope of Work. For the equipment specified, the contractor shall have total system responsibility, which shall include all phases of the project - configuration, design, fabrication, assembly, integration, quality assurance, delivery to EPA-NVFEL, installation, calibration, commissioning, acceptance testing, documentation, and training of EPA staff. The contractor shall be responsible for documenting compliance with any applicable building codes. This procurement will be made using a trade-off analysis to determine the best value to the government. The applicable North American industry Classification System (NAICS) Code is 238290, "Vehicle Lift Installation." This procurement is being procured on a full and open competition basis. In addition to price, the Government's evaluation of proposals will address each offeror's project approach and experience and past performance. All non-price evaluation factors, when combined, are significantly more important than price for purposes of source selection. The solicitation will be released through the internet on the Federal Business Opportunities website www.fbo.gov.
