- This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All information submitted will be held in a confidential status. Please identify any proprietary information submitted. The Rock Island Contracting Center is conducting a market survey to identify capable sources interested in the recapitalization of M228 Practice Hand Grenade fuzes by installing confidence clips to existing stocks. The confidence clip is a stamped metal part that is assembled between the fuze and the grenade body, which acts as a pull ring restraint mechanism. To implement the confidence clip, the current inventory of M228 fuzes will be required to undergo recapitalization. The Government will furnish all M228 fuzes (NSN 1330-00-168-5502) to be recapitalized. This recapitalization effort will entail the following: Unpack the M228 fuzes (45 per inner pack); Remove the current safety pin; Install a new safety pin; Form the duckbill on the new safety pin; Perform the 10 pounds minimum pull test; Install the confidence clip with washer; Lock the pull ring into the confidence clip; Perform de-torque and pull force tests according to DTL9235210A; Repack the M228 in new support the inner pack (13023615) (42 per pack); Refresh or replace the desiccant packs; Reseal the inner pack in the existing or new barrier bag; Remark the barrier bags and wirebound box (13023613). The M228 fuze is currently packed 45 ea. M228 fuzes to a box, 8 boxes to a wirebound box, and 12 wirebound boxes to a pallet. The new packaging will be 42 ea. M228 fuzes to a box to accommodate the longer safety pin, 8 boxes to a wirebound box and 12 wire bounds to a pallet. TECHNICAL DESCRIPTION: The current technical description of this item is identified as: FUZE, GRENADE: HAND, PRACTICE, M228; NSN 1330-00-168-5502. After installation of the confidence clip, the item will be identified as: FUZE, GRENADE: HAND, PRACTICE, M228 (With Confidence Clip) NSN 1330-01-567-6575. The Confidence Clip drawing number is 13021905. A drawing of the confidence clip, its associated inspection requirements, the M228 drawing and packaging requirements may be obtained from the POC identified below. Interested parties must execute a copy of the Non-Use and Non-Disclosure Agreement for Hand Grenade Safety Clip to the POC below prior to release of the Confidence Clip drawing. A copy of the non-disclosure agreement may be obtained from the POC listed below. The design of the clip allows it to be installed over the fuze assembly with no interference or impact to the current safety features. The technical description of the confidence clip is as follows: The clip is made of 1074 spring steel per ASTM A682 with a nominal thickness of.041inch. During forming, the material shall be in the fully annealed condition and subsequently subjected to a heat treatment per AMS 2759/1 to a hardness level within the HRC 40-43 range. The part shall be finished in accordance with MIL-STD-171E finish 1.9.2.2 and shall undergo a hydrogen embrittlement relief bake per MIL-STD-171 5.1.1.2. The part shall be colored olive drab #34088 (re. FED-STD-595). QUALITY REQUIREMENTS: Qualified respondents should demonstrate compliance with ISO 9001:2008 or an approved alternate quality program/system. Automated Production/ Inspection: The Government considers automated inspection of critical features an essential skill, and is required upon contract onset. Please detail your companys capability and experience with automated inspection of critical features listing both the inspection equipment manufacturers name and describing technical capabilities applicable to the M228 fuze. Please also include any experience in automation withdrawal measurements in equivalent or similar applications. Identify any other production, assembly, and/or inspection processes you would hope to automate. QUANTITY: Anticipated quantities, for purposes of this survey, are from 2.5M- 11M M228 fuzes. The respondent shall state their expected projected recapitalization rate/month. RESPONDENTS: Interested producers who have the above capabilities should provide the following information: "A plan to manufacture or obtain the confidence clip. If not manufactured in-house, provide information on any vendor proposed to manufacture these parts. "A plan on meeting the requirements listed on the confidence clip drawing. "A plan for forming and inspecting the duckbill after installing the confidence clip. "Documentation of above capabilities to include a brief summary of your company's capabilities a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria). "Description of similar products you have manufactured or recapitalized. The respondent shall provide a Rough Order of Magnitude for the recapitalization of the M228 with confidence clips for the following quantities: 2.5M, 5M, 8M, and 11M. A respondent to this market survey must have available all of the skills and facilities that are required to handle and process the M228 fuze. The respondent shall also have adequate security and storage facilities to handle hazardous material (1.4B). If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate his ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, the respondent must identify those skills and facilities to be subcontracted.
