- Description
- This contract action was accomplished using other than competitive procedures because there is an unusual and compelling urgency and a delay in award would result in serious injury, financial or other, to the Government (FAR 6.302-2). See posted J&A for further information. Based on the 1/245ths mission and the addition of an Airfield Management Element (AME) as part of the Airfield Operations Battalion, the requirement exists for a series of complex collective training events and exercise activities aimed at ensuring the 1-245th demonstrates proficiency in all Mission Essential Tasks to ensure mission success. Utilizing the FAR exception of unusual and compelling circumstances covers this situation of aviation airfield operations doctrine lacking a focused training program to cover these tasks because of its newly induction into doctrine. The program is currently being created, but due to the critical timing and need of the 1-245th AOB to complete these tasks to be mission ready and capable in these tasks for mobilization; the Oklahoma Army National Guard is requesting this requirement to be conducted by Saber Aviation Operations and Training. These specified missions include: a.Identify aircraft and aviation units utilizing the airfield. b.Identify crash rescue/fire fighting/emergency response units/teams organized to support flying activities. c.Identify engineer construction units/teams organized to provide runway damage repair and airfield construction/improvements. d.Identify airfield defense forces organized to provide security/force protection. e.Identify ATC services required for aviation flying activities. f.Identify refuel and armament services required for aviation units/elements. g.Identify joint, coalition, host nation units, activities, departments, and cells supported or supporting airfield operations. h.Identify and validate aircraft support requirements. i.Coordinate airfield parking plan with aviation units. j.Coordinate flight planning and operations with aviation units. k.Coordinate Bird Aircraft Strike Hazard (BASH) abatement and other wildlife prevention plans. l.Coordinate crash rescue/fire fighting services with emergency response. m.Validate the pre-accident plan and incorporate into the airfield safety plan. n.Process airfield waivers through Army, Air Force, and Joint Services.
