Description
This notice is issued by the NASA/Ames Research Center (ARC) to post a Request forInformation (RFI) via the internet, and solicit responses from interested parties. Directed energy launch of payloads to orbit was first suggested by Tsiolkovsky in 1294;however it has taken until our time for laser and microwave sources to achieve sufficientpower at low enough cost for this approach to become advantageous relative to traditionallaunch methods. If successfully reduced to practice, a directed energy launch system isexpected to lower the price of delivering payload to low Earth orbit from $10,000/kg to$500/kg.Consequently, it is the purpose of this procurement to accelerate directed energy launchR&D by providing a portable test facility to the Directed Energy Propulsion community ingeneral, initially based upon a single megawatt-class gyrotron oscillator.NASA Ames Research Center is currently requesting a statement of capabilities on theability to provide a gyrotron oscillator. The RFI technical documentation is anattachment to this notice; this document also contains questions that shall be answeredwithin the RFI response. This document is for information and planning purposes and to allow industry theopportunity to verify reasonableness and feasibility of the requirement, as well aspromote competition. This RFI is subject to FAR Provision 52.215-3, entitled Request forInformation or Solicitation for Planning Purposes. This RFI is not to be construed as a commitment by the Government, nor will theGovernment pay for the information submitted in response. Respondents will not benotified of the results.Questions about this RFI should be emailed by Tuesday, June 15, 2010 to:elisban.u.rodriguez@nasa.gov. Please send questions with 'NNA10GYRO-ALR' in the subjectheading. Questions and answers will generally be posted as an amendment to this notice. Company or individual names will not be posted. Responses to this RFI are due by 4:00pm noon Pacific Standard Time (PST) Friday, June 18,2010.The preferred method of response is by email to the contract specialist (Mr. ElisbanRodriguez): elisban.u.rodriguez@nasa.gov. Please send responses with 'NNA10GYRO-ALR' in the subject heading. Documents must be inMS Office or Adobe (pdf) file format. Hard copies are not required or requested. Ifnecessary, please contact the contract specialist to request another method of submittal.Responses must include the following: name and address of firm, size of business; averageannual revenue for past 3 years and number of employees; ownership; whether they arelarge, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years inbusiness; affiliate information: parent company, joint venture partners, potentialteaming partners, prime contractor (if potential sub) or subcontractors (if potentialprime); list of customers covering the past five years (highlight relevant workperformed, contract numbers, contract type, dollar value of each procurement; and pointof contact - address and phone number).Although all information received will be carefully reviewed and considered, ARC makes nocommitment to include any particular information for inclusion in a later action. Information, such as trade secrets and commercial or financial information provided tothe Government on a privileged or confidential basis that, if released, would result incompetitive harm should be identified and marked as Proprietary. Information submitted that falls within ITAR or is otherwise export controlled should bemarked accordingly and as required by law. Responses to this RFI are welcome from all interested parties; however, if a solicitationis issued, it may be limited to US companies, due to ITAR or other related restrictions.An ombudsman has been appointed -- See NASA Specific Note 'B'.The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
