- Solicitation number GS05P10SIC0062 is for Building Automation Systems Data Analysis and Reporting at the Ralph H. Metcalfe Federal Building, 77 W. Jackson Blvd., Chicago, Illinois. The Contractor shall provide continual electronic monitoring and qualitative analysis of the Building Automated Systems (BAS) at the RHM Federal Building. The contractor will implement software to compile comprehensive statistics on the frequency and intensity of usage of BAS components, and then synthesize that data into reports at regular intervals. Services will include the installation, monitoring, maintenance, and upgrading (including newly-developed modules) of the software; training of Government end users; and (potentially) additional data analysis based on the system outputs. The prospective contractor must provide a technical proposal detailing how its method best achieves the goals of the Government in obtaining and analyzing BAS data. The contractor must show how it plans to implement the system with minimal disruption to the existing BAS, and that it is able to perform this work at a Government facility in a way that complies with Federal, State and local regulations and laws and within the time frames required. The contractor will demonstrate how it shall meet the data monitoring and reporting requirements detailed in the scope of work. The contractor will demonstrate how it plans to address maintenance and upgrading of software, training of end users, and potential analysis of data generated. The contract will consist of a one-year base period with four one-year options, with an estimated start date of January 3, 2011. This is a negotiated procurement that will be open to all business concerns. The North American Industry Classification System (NAICS) code is 541512, with a small business size standard of $25.0 million. GSA is issuing the solicitation electronically only. It will be available on or about June 21, 2010. Interested parties must access the solicitation via the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Contractors must register on the FBO website to have access to solicitation material. In addition, beginning January 1, 2005, as required by the Federal Acquisition Regulations (FAR) all vendors are required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as part of the proposal submission.
