- SUMMARY OF WORK Paint Exterior of 15 Buildings in the Big Cypress National Preserve 1.1Description: The work of this section consists of the general surface preparation, re-caulking priming and painting of exterior walls, trim, doors, and related components of the following 15 buildings in the Big Cypress National Preserve, Ochopee Florida 1.2 General: a)Special Criteria to Bidders: Contractor shall be qualified and licensed with at least 10 years experience in the field and follow Federal, State, and Local code guidelines. As an integral part of these specifications, it shall be required of all bidders, to include with bid documents references to past painting work completed on building's containing like materials as those used in the construction of the Big Cypress National Preserve. Include names and telephone numbers. Bidders failing to supply this information will be rejected. b)Prior to job start-up a pre-construction meeting will be held at the facility to clarify conditions and expectations. The contractor supervisor who will be supervising the daily work is required to attend this meeting. All site inspections and work shall be performed between the hours of 7:00 AM and 3:30 PM, Monday through Friday, except Federal holidays, unless prior arrangements have been made with the Government representative. c)Colors and samples: the National Park Service will specify Paint color. Contractor shall prepare specimens in duplicate, (Approximately 8" by 10"), for government approval. After approval, one specimen of each will be returned to the Contractor. The approved color shall be that which is applied last as the finish color. Final color approval will be made by the National Park Service before final painting, at no increase in the contract price. d)Arrangements for use of water, sanitary facilities and telephone will be made with the National Park Service representative, subject to approval by the park Superintendent. e)The contractor will provide and maintain all barriers and signage required by law and statute for the protection of the public. f)The contractor will take necessary precautions to keep fire hazard to a minimum; including, but not limited to, daily removal from the area all oily rags, waste and other combustibles not in covered metal containers and provide at least two functional dry chemical fire extinguishers at each job site. g)The contractor shall be responsible for and secure daily, all his equipment, tools and materials at the job site. The contractor shall clean up and remove all garbage and debris associated with his activities from the job site on a daily basis. 1.3Materials and Equipment: A.All materials are to be delivered to the building in unopened factory labeled containers B.All Stucco Surfaces:"SealerS/W Loxon Guide Coat 100% Acrylic Condition Clear A24 Series - If needed on chalking surfaces after pressure washing, if chalk remains. "FinishS/W Duration Satin Acrylic Coating K33 Series - This Product Should Be Rolled For Best Coverage using 1 Roller Covers. NOTE:If the owner approves for the contractor to spray the above material, Sherwin-Williams will require that all sprayed areas be back-rolled. The Contractor is responsible to own and use a wet film thickness gauge to check application as he proceeds. C.Metal Doors, Frames and Miscellaneous Metal"Rust Treatment - Ospro "Spot PrimerS/W Kem Kromik Universal Metal Primer B50 Series or Macro Epoxy 646 "FinishS/W DTM (Direct-To-Metal) Semi-Gloss Acrylic Coating B66 Series D.Miscellaneous, Aluminum (gutters, downspouts drip edge)"PrimerS/W Kem Kromik Universal Metal Primer B50 Series "FinishS/W DTM (Direct-To-Metal) Semi-Gloss Acrylic Coating B66 Series E.Wood Doors, Frames, Fascia, and Soffit"Spot PrimeS/W A-100 Exterior Alkyd White Primer "FinishS/W Industrial Alkyd Enamel B54 Series F.Aluminum "Spot PrimerS/W Pro-Cryl Universal Primer B66 Series "FinishS/W Sher-Cryl HPA High Performance Acrylic B66 Series Miscellaneous: Any materials, tools, products not mentioned shall be contractors responsibility 1.4 Preparation of Surfaces: WARNING! If you scrape, sand, or remove old paint, you may release lead dust. LEAD IS TOXIC, EXPOSURE TO LEAD DUST CAN CAUSE SERIOUS ILLNESS, SUCH AS BRAIN DAMAGE, ESPECIALLY IN CHILDREN. PREGNANT WOMEN SHOULD ALSO AVOID EXPOSURE. Wear a NIOSH-approved respirator to control lead exposure. Clean up carefully with a HEPA vacuum and a wet mop. Before your start, find out how to protect yourself and your family by contacting the National Lead Information Hotline at 1-800-424-LEAD or log on to www.epa.gov/lead. A.To prepare and repaint exterior surfaces to include:"All Exterior Stucco Surfaces"Fiberglass Entry Doors"Overhang"Garage Door"Downspouts and Gutters"Columns"Metal Utility Doors and Frames"Wood Utility Doors and Frames"Entry Doors and Frames"Metal Storage Doors"Fascia " NOTE: When applying 100% acrylic paints in neutral or deep colors you will find they may not be available in Sherwin-Williams Duration Acrylic Satin and a change to Sherwin-Williams Exterior Accents will be necessary. This product is slightly higher in cost and should be reflected in your bid proposals. If a pastel color is chosen, the contractor should apply a sample area to be sure of one coat coverage. We will make every effort to make this determination when writing the specifications. B.Areas not to be painted:"Areas Not Listed Above C.Pressure Cleaning: 1.All exterior surfaces are to be pressure-cleaned using a minimum of 3000 Lb. P.S.I. to obtain a sound substrate and to remove all loose paint and surface contaminations such as, salt deposits, mildew, and algae. Pressure cleaning not to precede application of sealer coat by more than three (3) weeks. NOTE: Special attention should be paid to insure that all loose material is removed exposing a sound substrate. Where algae are present, the areas may appear to be clean after pressure cleaning and still be contaminated. The manufacturer's representative will inspect and clear these areas along with the remaining areas before the sealer application begins. 2.On any and all areas where mildew is present, remove mildew using bleach and water. Follow manufacturer's precautions and handling instructions on bleach products. Shrubbery which cannot be readily covered should be sprayed with water before bleach solution is applied and again afterward. D.Patching (Prior to application of finish coats and after sealer coats): 1.All hairline cracks and shrinkage cracks of 1/16 of an inch or smaller shall be bridged using S/W ConSeal Smooth or Textured Elastomeric Patches A5 Series by applying the product generously over the center of the crack. Then using a broad knife or brush, feather the material out on both sides of the crack and crowned on center to allow for any movement.2.Cracks of greater than 1/16 of an inch should be routed out to form a "V". The joint should cleaned and then be primed using S/W Loxon Guide Coat 100% Acrylic Conditioner A24 Series. Caulk the joint using NP1 One Component Polyurethane Sealant. Then apply a coat of S/W ConSeal Smooth or Textured Elastomeric Patches A5 Series in a similar manner to the hairline cracks above. 3.All loose, broken or spalled stucco is to be removed and the area repaired based on the amount of square footage agreed upon between the owner and contractor. Conform patch to match existing surfaces as closely as possible. All replaced stucco must cure a minimum of three (3) days and must be primed using S/W Loxon Guide Coat 100% Acrylic Conditioner A24 Series. 4.All previous crack repairs that have re-opened are to be treated as noted in 1 and 2. Note: Remove all existing material applied on initial repair. All repairs are to be textured in a way that will match the adjoining surfaces as closely as possible. NOTE:This specification does not address the repair of concrete or structural damage. A structural engineer of the owner's choice should address these repairs. Without the proper repair to these areas you may see some deterioration of our coating. E.Caulking (prior to application of finish coats and after sealer coats) 1.All deteriorated sealants are to be removed and the joints are to be cleaned and wiped out with Xylene. These joints along with the ones listed below are to be caulked using NP1 One Component Polyurethane Sealant. "Window and Door perimeters (metal to stucco joints only)."Windowsill returns and sides."Tops and sides of decorative bands."Stucco control joints."Building expansion joints."All penetrations including electrical and plumbing fixtures."All vertical changes in wall direction."Between dissimilar materials such as wood to stucco, metal to stucco, etc."Wood to wood butt joints. NOTE:Some sealants are not always compatible with all other architectural sealants. Therefore, determination of the type of material to be caulked over is essential before proceeding with any caulking of areas. All sealant joints are to be a minimum of inch wide. This will allow for at least inch adhesion to both sides of the joint. Same sample areas of each phase of the work shall be done and checked for acceptance as the job standard for the remainder of that phase of the work. This will also prevent a misunderstanding as to the interpretation of the specification stand expense. A designated NPS representative will serve on site as the Contracting Officer's Technical Representative. 1.5 Application: B.Primers and Sealer Application: 1.Stucco surfaces that exhibits chalking after proper cleaning, are to be sealed with Sherwin-Williams Loxon Guide Coat 100% Acrylic Conditioner A24 Series. This material is available in clear and pigmented. NOTE: "Before the sealer application is started, the Sherwin-Williams representative will examine the surfaces in order to verify that a sound substrate has been achieved. "After inspecting the cleaning, the Sherwin-Williams representative will determine whether to use the acrylic or alkyd sealer on this project. "Areas that are not to receive sealer will have to be pre-approved by the owner and the Sherwin-Williams representative. 2.All metal pipes shall be wire brushed to remove all loose or flaking paint and rust and the unpainted areas will be treated with Conquest Rust Converter coated with S/W Industrial Alkyd Enamel A54 Series. 3.All exterior metal doors, frames and miscellaneous metal are to be lightly sanded and spot primed with S/W Kem Kromik Universal Metal Primer. 4.All wood doors, frames and fascia shall be lightly sanded, scraped and spot primed, as needed. 5.All railings and aluminum frames shall be sanded to dull finish to remove scale and oxidation. Then solvent wiped with lacquer thinner. 6.All catwalk floors are to be cleaned and a determination will make as to what type coating will be applied. Apply one coat on previously painted or stained surfaces and two coats on bare surfaces (non-skid additive is recommended). 7.All A. C. units, vents, light and pole fixtures and fireboxes shall be wire brushed to remove rust. Spot prime with S/W ProMar 200 Alkyd Enamel Undercoater B49 Series 8.All dripcaps, scuppers, downspouts and gutters shall be scraped and spot primed with X.I.M 400W ES White Bonder and Primer/Sealer. Or Ospro 9.All lanai floors shall be clean dry and free of all grease, oil, loose paint, dust, and dirt. If necessary, clean with a good degreaser or detergent and brush and/or pressure wash. Let dry completely. NOTE: Do not etch concrete with an acid solution. A.All work will be performed under a single contract.Buildings where work is to be performed:"Loop Rd.
