- The Federal Bureau of Prisons, Privatized Corrections Contracting, Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services. Services must be within 5 miles (in any direction) of the Jacksonville, RRC located at 2020 Dahlia Street, Jacksonville, Fl 32254 and should be accessible to local Public Transportation(if available). Performance periods under this contract will be for a one-year base period to begin on October 1, 2010 with two (2) one-year option renewal periods and one (1) five month option renewal period with services ending (if all options are renewed) on February 28, 2014. The services required for this contract include a Base Year, Option Year One, Option Year Two, and Option Year Three, respectively. The Following services are required and may be sub-contracted to another licensed contractor. The requirements for Transitional Drug Abuse Treatment and Mental Health Services for male and female Federal offenders includes: Base Year: Estimated number of inmates = 61 Intake Assessments (one per inmate) for 61 inmates = 61 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 61 = 2,928 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 61 = 4,392 units Family Counseling Sessions (30 minutes = 1 unit) 20 units (per inmate) x 5 = 100 units Psychiatric Evaluation & Report = 1 report per inmate x 12 inmates = 12 reports Mental Health Intake Assessment and Report (one per inmate) for 12 inmates = 12 units Individual Mental Health Counseling (30 minutes =1 unit) 48 units per inmate for 12 inmates = 576 units Medication Monitoring (12 units per inmate) for 12 inmates = 144 monitoring units Option Year One: Estimated number of inmates = 64 Intake Assessments (one per inmate) for 64 inmates = 64 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 64 = 3,072 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 64 = 4,608 units Family Counseling Sessions (30 minutes = 1 unit) 20 units (per inmate) x 7 = 140 units Psychiatric Evaluation & Report = 1 report per inmate x 16 inmates = 16 reports Mental Health Intake Assessment and Report (one per inmate) for 16 inmates = 16 units Individual Mental Health Counseling (30 minutes =1 unit) 48 units per inmate for 16 inmates = 768 units Medication Monitoring (12 units per inmate) for 16 inmates = 192 monitoring units Option Year Two: Estimated number of inmates = 67 Intake Assessments (one per inmate) for 67 inmates = 67 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 67 = 3,216 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 67 = 4,824 units Family Counseling Sessions (30 minutes = 1 unit) 20 units (per inmate) x 9 = 180 units Psychiatric Evaluation & Report = 1 report per inmate x 20 inmates = 20 reports Mental Health Intake Assessment and Report (one per inmate) for 20 inmates = 20 units Individual Mental Health Counseling (30 minutes =1 unit) 48 units per inmate for 20 inmates = 960 units Medication Monitoring (12 units per inmate) for 20 inmates = 240 monitoring units Option Year Three: Estimated number of inmates = 30 Intake Assessments (one per inmate) for 30 inmates = 30 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 30 = 1,440 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 30 = 2,160 units Family Counseling Sessions (30 minutes = 1 unit) 20 units (per inmate) x 2 = 40 units Psychiatric Evaluation & Report = 1 report per inmate x 5 inmates = 5 reports Mental Health Intake Assessment and Report (one per inmate) for 5 inmates = 5 units Individual Mental Health Counseling (30 minutes =1 unit) 48 units per inmate for 5 inmates = 240 units Medication Monitoring (12 units per inmate) for 5 inmates = 60 monitoring units The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) most recent Statement of Work dated April 2010. The request for quotation will be available on or after July 16, 2010 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about August 16, 2010. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
