- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case when FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to award the MK 41 Vertical Launching System (VLS) canister production contract for MK 15 MOD 1 (FY10-FY12) canisters, ancillary hardware, and associated support equipment in support of US Navy requirements on a sole source basis to BAE Systems Land & Armaments L.P., U.S. Combat Systems, 4800 East River Road, Minneapolis, MN 55421-1402. BAE Systems is the only firm with the requisite expertise, knowledge, experience and facilities necessary for MK 41 VLS canister production because they have extensive technical expertise in the areas of canister (and associated hardware) mechanical design, development, and production to satisfy the Navy's requirements. The anticipated contract period of performance for this requirement will be from date of contract award, estimated 29 October 2010, through delivery of all hardware and services. BAE Systems Land & Armaments L.P., U.S. Combat Systems is the prime contractor for producing MK 41 VLS canisters and associated equipment and companies interested in subcontracting opportunities should contact BAE Systems Land & Armaments L.P., U.S. Combat Systems directly. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
