Description
This project is being solicited under the Air Force Straddle Bid Authority. Funds are not currently available for this project, and no award will be made until funds become available. This project will be funded with FY10 or FY11 funds. FAR clause 52.232-18, Availability of Funds will be incorporated into the solicitation. This synopsis is for the purpose of installing an antenna tower and the renovation of interior office spaces at the 319 SOS, Bldg. 90801 at Hurlburt Field, Florida. The contractor shall furnish all labor, materials, tools, supervision and equipment and perform all operations necessary to accomplish all work complete in place, as shown on the drawings, specified herein, or as needed to renovate interior portions of the first and second floor of 319 SOS Building 90801, and construct a new pre-engineered tower for mounting Government-Furnished/Government-Installed antennas. The work to be performed includes, but is not necessarily limited to, the following principal features: Selective Demolition of certain interior walls, floor and ceiling finishes, casework, doors and frames, and plumbing fixtures; constructing new interior stud walls to create new offices, briefing rooms, and SCIF-rated rooms; conversion of existing first floor toilet room into handicap accessible shower; installation of pre-fabricated modular armory vault; repairs to existing first floor shower room to eliminate mold problems; installation of new casework for helmet storage; construct pre-engineered tower structure for Government-furnished/Government-installed antennas, and related electrical, communications work, and construction of associated perimeter chain link fencing and concrete paving; and plumbing, mechanical, electrical, and communications work associated with new briefing rooms, offices, and SCIF spaces. The intent of this project is to provide the Government with a fully complete and useable building meeting all the requirements for its intended use, constructed to high standards and the requirements of the Contract Documents. A fully complete and useable building is defined as one that is constructed to meet the aesthetic, functional and structural properties required by the drawings, specifications, amendments issued prior to receipt of bids/proposals, and modifications issued after award of the contract. All work shall be constructed to meet or exceed industry or government standards, whichever is more stringent. All construction shall be executed in a professional manner resulting in a finished product of highest quality. All materials, equipment, and other products used in the construction shall be new or approved recyclable materials from an approved source. All new work shall be maintained in a clean condition, and shall be installed plumb, square, true to line and grade, and shall conform to the stated dimensions, notes, schedules, etc. The work shall be properly secured, consistent in quality, fit and finish, and installation, etc. This acquisition will be set aside for HUB-Zone offerors only. The North American Industry Classification System (NAICS) code for this project is 236210 with a size standard of $33.5M. This contract will be a "Price Performance Trade-Off" contract; award will be made based on the "Best Value" to the Government in accordance with FAR 15.101. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 360 calendar days. Estimated magnitude for this project is between $250,000.00 and $500,000.00. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1 st Special Operations Civil Engineer Squadron. The contract will be a single award, Firm-Fixed-Price type contract. The issuance date for this solicitation is projected to be on/about 01 July 2010. Prospective contractors must be registered in the Central Contractor Registration Database prior to award of a government contract. Offerors are further advised that failure to register in the DoD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
