RFI document General Information: Document Type: Request for Information Release Date: 11 June 2010 Response Date: All information and modification shall be submitted via email and received by 18 June 2010 at 4:30pm EST Contracting Office Address: Food and Drug Administration Ariana Nijaradze, Contract Specialist Description: Investigate the efficacy of High Intensity Narrow Spectrum Light This is a REQUEST FOR INFORMATION (RFI) to be determine the availability and capability of small business (i.e.: certified 8(a), Small Disadvantage, HUB Zone one firms; veteran-owned small business, and women-owned small businesses. This information is being sought for information and planning purposes only and shall not be construed as an invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. No official solicitation currently exists in connection to this RFI. If in the future an official solicitation is released, there is no guarantee that sources responding to this RFI will be included on the source list. **THERE SHALL BE NO QUESTIONS AND ANSWER PERIOD** Draft Objective: The transfusion medicine field is in critical need of novel proof-of-concept ideas for pathogen reduction in order to facilitate the manufacturing of safer products to the end users. There is need for novel PR technologies, which are different from the current ones that confer a reduced toxicity and/or contamination risk. Recently High Intensity Narrow Spectrum (HINS)-light has been demonstrated to reduce or eliminate bacterial burden in the environment. Since this light is in the visible spectrum, it is anticipated that AEs associated with UV-spectrum of light-based photo-inactivation methods for blood and blood components can be avoided. Draft Requirement: The contractor may be required to demonstrate the following: 1. Explore a range of light intensities within the 400-500 nm wavebands and power intensities ranging from 1 mW/ cm2 up to 100mW/cm2 over different exposure periods. 2. Study a range of problematic bacterial species 3. Distinguish between bacteriostatic and bactericidal effects and how these parameters are influenced by HINS-light irradiation dose. 4. Initial scoping work shall involve materials and suspension transmission tests as well as bacterial inactivation studies using cuvette or well exposure studies before extending the work to whole bag inactivation tests. When testing at this level, unidirectional illumination shall be compared with bidirectional (above and below) under both static and shaken conditions. 5. The program shall include the development of appropriate HINS-light treatment equipment to permit the illumination of blood product bags over the range of conditions referred to above. Part A. Capability and Technical Experience - Interested parties should submit capability statement describing relevant experience to the above requirement. Part B. Size of Business - Provide your business size and submit copies of any documentation such as letters of certifications to indicate the firm status. Part C. Organizational Conflict of Interest (OCI) - If any, provide disclosure of business activates of your company, your affiliates, your team members and affiliates of your team member which create either a conflict of interest or the appearance of a conflict of interest. Part D. Cost Estimate - In accordance with FAR PART 10, provide a cost estimate for the prospective services to be conducted under the potential requirement.
