- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD2010076, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-41. The North American Industry Classification (NAICS) Code is 334516 and the business size standards are 500. However, this solicitation is a not a set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with GE Healthcare Bio-Science Corp, 800 Centennial Avenue, Piscataway, NJ 08855 94520 to procure the following: Quantity of one (1): GE Healthcare manufactured Typhoon FLA7000 Multifunctional Scanner to include:Typhoon FLA7000 Scanner MainBiAlkali PMTLaser LD635, Laser LD650, Laser LD473 and Laser SHG 532Y520 filter (FLA7k)O580 filter (FLA7k)R670 filer (FLA7k)IP filter (FLA7k)Fluor stage (FLA7k)Membrane weight (FLA7k)Phosphor stage (FLA7k)Fluorescent plateCapture softwareAC cablesUSB cableManuals (GS,UM,SW) The Scanner requirements are:Must be able to scan 20 cm X 40 cm Fuji imaging platesScanner footprint must not be larger than 940 x 556 x 380 cmsScanner must utilize fast optics for rapid scanningScanner must be capable of scanning Image Plates, Fluorescent Gels and FilmPixel resolution must be 25,50,100 or 200 micrometerScanner must utilize USB 2.0 interface with either Macintosh or Windows computerScanner must be capable of scanning 24 x 40 cms scan in 90 sec for 100 micron at 150 sec for 50 micron and 4.5 min for 25 micron resolutionScanner must utilize an easily removable glass stage for through cleaning at a laboratory sinkScanner must be able to generate a 16 bit image for best quantificationAvailable notch filter for control of sensitivityUser must be able to add easily emission filter sets for special applications andInstruments must have four (see above) lasers for scanning This instrument will be used to scan the x-ray image plates that are used for signal detection in our small angle x-ray diffraction. The scanner will also be used as a fluorescent image analyzer that will allow us to perform sensitive scanning of fluorescently labeled DNA and proteins in polyacrylamide gels at four different excitation wavelengths. The instrument is necessary and critical component for both measurements of forces between biologically important macromolecules and the lab work on DNA protein recognition. The Typhoon FLA7000 is only instrument that will satisfy all the requirements needed by the lab. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations HOWEVER, ALL RESPONSES RECEIVED, WITHIN FIFTEEN DAYS FROM THE DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors Commercial Items; FAR Clause 52.212-2, Evaluation Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the service specified in this synopsis should submit two (2) copies of their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by June 28, 2010 3pm EST. The quotation must reference Solicitation number NICHD2010076. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to Eunice Kennedy Shriver National Institute of Child Health and Human Development, 6100 Executive Boulevard, Room 5Z00, Bethesda, MD 20852.
