Aviation Logistics Advisor (PSC), Bogotá, Colombia Issuance Date: 06/14/2010 Closing Date: 07/13/2010 SOLICITATION NUMBER: PSC-10-053-INL SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. Any questions may be directed to Amy M. SOLICITATION NUMBER: PSC-10-053-INL ISSUANCE DATE: 06/14/2010 CLOSING DATE/TIME SPECIFIED: 07/13/2010 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: Aviation Logistics Advisor MARKET VALUE: FS-03 (Equivalent GS -13) PERIOD OF PERFORMANCE: One year from date awarded PLACE OF PERFORMANCE: Bogotá, Colombia JOB DESCRIPTION: See below STATEMENT OF DUTIES 1.GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Purpose: The purpose of the personal services contract is to serve as the ARAVI (ARAVI is the Spanish acronym: for Colombian National Police Aviation Unit) Aviation Logistics Advisor to the Narcotics Affairs Section (NAS) at the American Embassy in Bogota, Colombia. The incumbent manages the planning and control of the flow of materials in support of the Colombian National Police (CNP) counternarcotics air operations. Duties and Responsibilities: a.Directs and evaluates the CNP and contractor logistical activities to ensure compliance with established policies and procedures. If deficiencies exist, develops a corrective action plan and ensures implementation and follow-up occurs. b.Manages and oversees implementation of the On-the-Job Training program for logistics personnel. c.Responsible for the development and accuracy of aircraft inventories, to include Federal Aviation Inventory Reporting System via INL/A, ownership determinations, titling transfers, and nationalization. d.Responsible for the End Use Monitoring inventories and reporting. e.Responsible for the nationalization inventories, development of transfer documents, and resolves any discrepancies. f.Identifies training requirements and assists in the development of instruction to the CNP personnel in procedures and processes for effective inventory control and management systems covering all aspects of material management, by developing, coordinating, organizing, and implementing comprehensive logistical support procedures for the program. g.Manages the Foreign Military Sales (FMS) and direct commercial repair and return programs. Ensures accurate inventory control programs to track investment items by location and supply service condition. Oversees supply discretionary reports for FMs and property repair programs. Provides guidance to the CNP and contractor personnel in adhering to proper procedures to take advantage of material warranties. h.Oversees the activities of USG-provided fuels management personnel, and validates purchase and travel requests. i.Oversees the consumption and stockage levels of ammunition support the CNP. With sufficient lead-time, ensures that the CNP have sufficient stockage to support combat operations and personnel training. j.Ensures the CNP and contractor personnel use the best supply sources for equipment, parts, tools, exchanges, overhauls, modification, services, and supplies. k.Optimizes space utilization of CNP warehouses and reduce man-hours lost through efficient management of the Demilitarization and/or Disposition of obsolete/excess spare parts, equipment and tools, in coordination with CNP, NAS, and US Military Group. l.Manages the Facility Maintenance Section that provides support to two bases throughout the country. Approves projects, allocates funds, and coordinates support services of all the facilities support by NAS-ARAVI. m.Performs duties at Quality Assurance Evaluator and assists in the development of the Quality Assurance Plan for the logistics section. n.Identifies developmental and training needs, finds alternatives to improve the quality of work, and develops performance standards for the CNP. o.Collects, reviews, and analyzes logistics data and trends in order to accurately advise the CNP on appropriate stockage levels, and reorder points. Oversees the Quarterly Inventory Review Board that the CNP and contractor conduct. p.Assists the Aviation Maintenance Advisor with logistical support that affects the overall maintenance effort. q.Assists and advises the CNP in ordering and obtaining necessary replacement parts, equipment/tools, armaments, ammunition, and petroleum products for a fleet of 64 CNP operated, USG supported aircraft, working under the direct supervision of the NAS-ARAVI Senior Aviation Advisor. Required skills/abilities: a.U.S. citizen, eligible for a State Department secret security clearance. b. Bachelor Degree from an accredited institution or equivalent (i.e. Associates degree with five years related experience, or ten years related experience in the military. law enforcement, international development, international affairs, or public administration). c. Proficient in Microsoft Office Suite. d. Spanish language ability at the Foreign Service Institute Level R/3. S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is required. e. Familiarity with maintenance and logistics requirements for MD 530, Bell 206, Bell 212, Bell HUEY- II, Sikorsky 00-60 helicopters and various types of fixed -wing aircraft. f. Knowledge of US FAA. US military and/or INL safety standards and procedures. g. Familiarity with USG procurement procedures. h. Familiarity with Foreign Military Sales (FMS), US military drawdown and commercial sources for parts. i. Demonstrated ability to effectively work under stressful and challenging conditions with minimal supervision. Work Environment: The work is primarily conducted in an office or aircraft hangar. Frequent travel and temporary living at austere field operating locations is required. The incumbent will travel to location's in the tropics or mountainous, high altitude terrain, which involves significant physical exertion. Some field sites have been declared hazardous duty locations due to hostile activities of the narco-traffickers and subversive elements and therefore pose significant risk to the incumbent while at these sites. Position Elements: a. Supervisory Controls: The incumbent reports to the NAS Aviation Program Manager who will act as the Contracting Officer's Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the Aviation Program Manager when absent. The individual exercises wide latitude for independent action, initiating projects, and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. b. Exercise of Judgment: Exercise of judgment and detailed understanding of operating controls of information management systems' hardware and all software required to manage NAS' aviation and ground operations. c. Nature, Level and Purpose of Contacts: Will maintain good working relationships with USG and Colombian nationals working on counter-narcotics efforts. Evaluation Criteria a. Offeror's demonstrated experience in maintenance and logistics requirements for MD 530. Bell 206. Bell 212, Bell HUEY- II, Sikorsky 00-60 helicopters and various types of fixed-wing aircraft. Offeror's knowledge of US FAA, US military and/or INL safety standards and procedures. (25 points) b. Offeror's demonstrated experience and knowledge of USG procurement procedures and regulations and budget development and execution. Offeror's knowledge and experience with Foreign Military Sales (FMS) and US military drawdown. (25 points) c. Offeror's demonstrated experience in performing Contracting Officers Representative duties for key acquisitions. (25 points) d.Past Performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (25 points) 2.COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled.
