- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Pre-Solicitation Synopsis: The Government intends to procure the MH-60 Romeo and Sierra Equipment Circuit Card Assemblies for the MH 60-S helicopter. These items have been determined to be a non-commercial item and are intended to fulfill a requirement for various helicopter capabilities. The North American Industry Classification System (NAICS) Code for this procurement is 334419 and the size standard is 500 employees. Naval Surface Warfare Center, Crane Division intends to enter into a Firm Fixed Price, IDIQ (5-year) type contract(s). This anticipated procurement will be conducted in a full and open competition basis, multiple contract awards could result from this solicitation. This requirement is for the following: CLIN 0001 - IUADP Circuit Card Assemblies, CLIN 0002 - Torpedo Interface Umbilical (TIU) Circuit Cards, CLIN 0003 - USM-714 Circuit Cards, and CLIN 0004 - Sonobouy Multiplexer Circuit Cards. The Government intends to issue a solicitation on or about 11 July 2010. Solicitation will be issued for an anticipated Indefinite Delivery Indefinite Quantity (IDIQ) contract that will cover a five year ordering period. The Government intends to award a Firm-Fixed Priced (FFP) five year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The minimum quantity/dollar threshold is $20,000.00 with a maximum quantity/dollar threshold of $8,000,000.00. The contract Delivery terms will be F.O.B. Destination. First Article Testing requirements will apply to this procurement; additional details will be provided within the solicitation upon its release. Any subsequent delivery orders will order any combination of CLINs 0001 - 0004, within the minimum/maximum thresholds established within the delivery order restraints that will be established in the solicitation. A proposal which contains any pertinent information the Government should be made aware of and all relative pricing information is required by the closing date of solicitation. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet @ www.ccr.gov. The solicitation will be available on or about or about 11 July 2010 at the following address: http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO for amendments that may be issued to the solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed.
