Description
The Naval Surface Warfare Center. Carderock Division (NSWCCD), has identified a need for technical services which will provide assistance to NSWCCD engineers in a software development task to provide the Navy with source code for a new computer program to be developed, namely, Software for Post Processing In the Far Field (SPIFF). This tool will enable the Navy to generate far field information given the output of a general Finite Element Analysis (FEA) of a structure.To acquire the needed services, NSWCCD intends to conduct a non-competitive procurement with Weidlinger Associates, New York, NY 10014. Personnel at Weidlinger Associates developed the acoustic capabilities of the FEA code ABAQUS which will be used as the initial FEA code for input data and will efficiently be able to extract the necessary input data from binary files. Weidlinger Associates is in the unique position of having developed and continually maintained the Far Field subroutines and computer code WAPLOT. Proprietary Weidlinger Associates subroutines for Far Field generation and software WAPLOT are to be incorporated as part SPIFF. Weidlinger Associates developed and controls the proprietary software which includes WAPLOT codes.Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please reference RFQ N00167-10-T-0093 with any correspondence.
